Drastic change in General Studies pattern….Don’t loose hope

Today, CSE-09 mains conducted by UPSC has started with a bang….GS paper was a big surprise to most of the candidates….As UPSC known for its unpredictability, It has changed the pattern of both the paper substantially…all the predictions proved wrong….The number of questions and the relative weightage of the sections were completely absent….Some thought that it is a deliberate policy of UPSC to undermine the importance of coaching institutes which have been proliferated by leaps and bound in recent years….but, I doubt whether it really minimize the need of coaching institutes in the preparation for UPSC exam…with the level of unpredictability and difficulty, coaching institutes will proliferate further….It will also hamper the chances of rural background people to enter in to CSE….but one thing is sure that now candidates will be forced to read extensively as selective reading won’t help….it is a good trend in this sense.
I advise all the appearing candidates to not to loose hope as optionals and essay papers are still do be attempted..as the competition is relative, so if it is touch and unpredictable, it is for all…so just do your best in remaining papers and wait for the result…good luck…keep blogging….

The bifurcation of IRS[C&CE] 62nd batch for training....Reply to Mr PR Jumle

Hello Mr PR Jumle, thanks for your visit on the blog….It is true that NACEN authority has changed its previous decision to conduct the IRS training at NACEN only…..due to space constraint, now it has been decided to conduct the training schedule at Faridabad and Mumbai….The exact modus operandi is not known….probably , authority will decide who will go where….the officer trainees has to shuttle between NACEN Faridabad and Mumbai….Probably, at NACEN, Faridabad, central excise, narcotics and service tax module will be conducted….and at Mumbai, customs module will be conducted…thus there will be a change of place after the completion of the respective module….but, since the total duration of academy module is very less, so there won’t be too much problem….you have to visit several field offices as an attachment…It is just an intelligent guess, I am not sure about the exact details….I will post the updates as soon as I get some latest information about the training schedule….so till then just enjoy the IRS[C&CE] training which is the best in any case among all the central services…further query is welcome…keep blogging….

All about Doha round of WTO…Reply to Mr Rajesh

As requested by Mr Rajesh, I am trying my best to present the complex issue of Doha round in simplified manner……
WTO got in to shape after the Uruguay Round [1986-93] under the system of GATT [general agreement on tariffs and trade] in Jan 1995…..GATT came in to existence in 1948 and India was a founder member of it…..Uruguay round was the 8th round of discussion under GATT…[the term ‘round’ indicates the negotiations entered around a specific set of issues over a period of few year leading to agreement among members]….in brief Uruguay round was collapsed due to differences between developed and developing nations thus DG of GATT Mr Arthur Dunkel came out with a compilation to break the deadlock and finally signed by the member nations in the form of Marrakesh Treaty….It includes the issues of :
[1] Market access
[2] Agriculture
[3] Textiles
[4]TRIMS [trade related investment measures]
[5]TRIPS [trade related intellectual property rights]
[6] Trade in services
[7] Institutional matters
Since 1995, WTO began its work and held so far 7 rounds of discussions known as ministerial conference at Singapore, Geneva, Seattle, Doha [capital of Qatar], Cancun [Mexico] and Hongkong and Geneva…..Singapore issue includes labour standard, investment & competition, IT and international trade in textiles, etc….India opposed the inclusion of labour issues in WTO which it claimed the ambit of ILO….the four major issue outlined in Singapore round are:
[1]Trade facilitation [Developing nations agree on it as it includes procedural matter]
[2]Competition policy
[3] Transparency in government procurement
[4] Investment
Geneva and Seattle meet did not yield any result due to large differences between developed and developing block…It is in fact the fight between vested interest of two opposing block….finally Doha round of trade talks began in 2001….It is also called the Doha development round as it promised to address the issues that are important to developing nations like India…..Developing countries believed that the issue of AOA [ agreement on agriculture which includes ‘(1)domestic support ‘in the form of Green box, Amber box which is trade distorting and Blue box (2)export subsidies and (3)market access], TRIPS and GATS [general agreement on trade in services] are unfavorable to them and have pro developed bias.
Thus to pacify developing nations Doha round aims at further liberalization of international trade in Agriculture, Industry and services….Developing nations demand to slash the agricultural subsidies by US and reduction in tariffs on agriculture goods by EU…since developing nations has cost effective agriculture as compared to developed but due to subsidies developing nations are not able to export to developed nations…….while developed nations demands the opening up of the market of developing nations under NAMA i.e. non agricultural goods and market access where developed has upper edge…..Besides, developed nations also demand liberalization of services sector in the fields of education, legal advice and insurance…..
Due to these competeting claims and conflict of interest, Doha round is still not complete and successive ministerial conference at Cancun, Hong Kong and Geneva were collapsed as poor countries are not willing to heed the demands of developed nations on the issue of NAMA till their demand on agriculture subsidy and tariff cut were met…….Due to the failure of successive WTO talks, countries are now prefering to have PTA [preferrential trade agreement], FTA[ free trade area] or RTA[regional trade area], etc as an alternative trade arrangement till the finalisation of WTO talk.
I hope, I am successful in clearing the cloud of confusion on Doha round and now you will be able to understand the Doha round fully….further query is welcome…keep blogging….

Some tips for CSE-09 mains.... Reply to Mr Rajesh

Hello Mr Rajesh, thanks for your visit on the blog….you need not draw the line on top and bottom of every page….you should draw line after finishing one question which indicates the completion of an answer…It is mentioned on the instructions on answer sheet itself….regarding colours of pen, it is advisable to use only black and blue…though you can use other colours except red….you can use pencil to draw chart on pub ad or any other optional…..regarding current affairs, It will be misleading to post some topics on the blog…It is advisable to go through vaji ram notes for current affairs along with selective topics from either wizard mains issue or spectrum current affairs…regarding Doha round, Interaction has published very good economy notes …you can refer it for greater understanding….for UN’s MDG goal, for mains you need to remember only key words which can be remembered with the help of acronym ‘ DGP2M2E2’….for details you can go through wizard…further query is welcome…all the best for CSE-09 mains exam…keep blogging…

IFS Vs other services.....Reply to Mr Dilip

Hello Mr Dilip, thanks for your visit on the blog….I have written on IAS Vs IFS in my previous blog…you can refer those postings for greater understanding for the recent trends….still, IFS is quite good in terms of pay package and life style…but candidates prefer IAS and other services over it due to abroad postings in IFS….you rightly mentioned that many high profile people belongs to IFS….you get ample opportunities to meet very high profile people….you have very high standard quality life in IFS…but it depends on individual choices at the end of the day….further query is welcome…keep logging…

IAS Vs IRS [C&CE] pay package...reply to Mr/Miss Anonymous

Hello Mr /Miss Anonymous , thanks for your visit on the blog…..Congratulations for getting in to prestigious IRS[C&CE]…..regarding your query, the pay package for group ‘A’ posts is same for all the services including IAS…but the chances of promotion are quite fast in IAS and hence better pay package in later years for IAS as suggested by 6th pay commission…in this sense, IAS has better pay package at senior level compared to IPS and any other services….in fact it was quite demoralizing for the officers who were selected through same process but having different pay packages at senior level with same number of service years…in fact all the services except IAS have made the representation before 6th pay commission but of no avail….but I feel that money is not the only motivating factor as vindicated by several human relations theories….If you enjoy your work, every service has good pay package and career advancement opportunities….regarding your other query, since your batch is huge in size and your senior batch [2008] is also big…there may be some problem of promotion..but restructuring in the department is in the pipe line along with the coming GST, I hope that various new chief commissionerate will come up and hence the problem of promotion will not be there after few years….further query is welcome…keep blogging….

Audacious serial Bomb blasts in Pakistan

Today, once again, Pakistan is under the attack of Taliban terrorists…Its two main cities Lahore and Peshawar have faced this mindless violence [42 died and more than 50 injured]….We have seen such violence few days back when Army Head quarter was attacked by Taliban….If we see the demographic and physio graphic composition of Pakistan then we can understand the prevailing condition…..Pakistan is merely an amalgamation of Baluchistan, Sind, Punjab and N-W frontier province with unique history, problems, ideals and demography which prevents the development of national feeling and commonness….Besides, Army has domination in every walk of life of Pakistan be it socio-cultural, economic or political…This lead to the weak control of civilian power over the affairs of Pakistan….The present condition of Pakistan is also the result of the policies followed by it to destabilize India through low key war in J&K and ISI support to terrorist attack in various parts of India…In fact, Pakistan is now facing the back fire by the child which he has reared since long [just like US faced ]…..Now, it is a high time for Pakistan political authorities to realize their faulty policies and change the course of action…It should start an all out effort to flush out the terrorists and their infrastructure along with the complete stoppage of support from ISI…Though it is going to be very difficult for them due to long time associations with terrorists, strategic interest of Pak army and vested interest of fundamentalist groups flourishing in Pakistan….Pakistan along with the world bodies must act collaboratively to stop the funding to these terrorist groups along with a massive men hunt and crack down on their training camps….This will help in ensuring world peace and inclusive growth…..At the end I express my sincere feelings to the common people of Pakistan whose family members, relatives or friends have died in these attacks…..keep blogging….

Impact of GST on IRS[C&CE]....Reply to Mr Pradnyasheel Jumle

Hello Mr Pradnyasheel Jumle, thanks for your visit on the blog...congratulations on getting in to IRS[C&CE].....GST stands for proposed goods and service tax by central government by combining excise, service tax, sales tax, etc.....Though the exact tax structure is still not clear as deliberations and discussions are going on....It will take some time to know the clear picture and its impact on central services...but from the preliminary idea, it will boost the scope of IRS[C&CE] as there will be dual GST collected by centre and state....due to GST,IRS[C&CE] will have its say and power on various erstwhile exclusive state taxes e.g sales tax, entertainment tax, state excise, etc.....thus I think there is no need to worry about GST...regarding the restructuring of IRS[C&CE], it will remain a central service thus no state cadre...though there will be restructuring of the service by the creation of numerous chief commissionarate...this will further boost up the chances of promotion of IRS[C&CE] officials.....further query is welcome...keep blogging....

HOW FOOL PROOF IS INDIA’S DISASTER MANAGEMENT……Reply to Mr P.Shanker

Mr P. Shanker wrote:
Dear Mr Manmauji,
I appreciate the humane concern of all the bloggers who have empathize with the plights of all the innocent people who have not only loss the lives and assets but also have become a victim of the devastating floods occurred in southern states of Andhra Pradesh, Karnataka and Maharashtra..
I don’t want to go far back in history but just in April 2009 when India achieved another laurel by putting up RISAT-2 in space by PSLV-C12. RISAT-2 was presumed to be an all weather satellite capable of taking images of earth during day, night and cloudy conditions. It was termed as an “all weather spy satellite”. The basic purpose of RISAT-2 was to enhance India’s capability in earth observation especially during floods, cyclones, landslides and disaster management.
My question to all the readers of this blog is that have RISAT-2 been able to provide its required purpose of enhancing India’s capability in disaster management. Are we able to offer time help to all the victims who are fighting with their destiny? Are we still relying on “fire-fight approach” on disaster management? What we have learned from December 2004 tsunami which took away Indira Point from us?
It is evident that India is vulnerable to various natural disaster management on account of its geo-climatic conditions. There are various disaster management authorities, national policies and programmes to tackle with this unforeseen evil. How far they have been able to prevent this or provide timely relief.

Neutralviews :
Hello Mr P. Shanker, thanks for your visit on the blog…..I wish that you continue to send articles like this one to enrich me as well as the dear readers of this blog…. you rightly mentioned the drawbacks in India’s disaster management which is evident from the current crisis….It is true that We have state of the art technology and adequate number of satellites in the sky but the problem is of the dissemination of the information received and coordination between the plethora of the agencies exist…The lack of the co-ordination between Karnataka and Andhra Pradesh government can be evident from the allegations made by the TRS Chief [Telangana Rashtra Samiti] [published in THE Hindu,Page-14, Oct8,2009]….the co-ordination problem is all pervasive in India’s institutional arrangement be it IB,CBI,CID,RAW and home ministry on intelligence issue which was evident at numerous occasions…to solve it, incumbent home minister has made some institutional arrangement to share the real time intelligence and quick dissemination to all the stake holders…This type of arrangement can be made for disaster management too….keep blogging…..

Guidelines for filling the first page of CSE mains answersheet….. Reply to Mr Rajesh

Hello Mr Rajesh, thanks for your visit on the blog….you have a valid doubt which many of the CSE candidates have…The right way is…as soon as you get the answer booklet , fill the questioner number column starting from 1 to 8 [in optional] and up to 12 or 15 [in GS] or depending on the number of questions you have in the question paper…..then fill the page number according to the attempt e.g. If you start with Q 3, then write in page no. column 1 in front of Q no 3 row….this will save your time…..no need to write page numbers separately for the sub parts of a question as it is advisable to attempt all the sub parts of a single question at one place e.g. if Q 4 contains 4[a],[b] &[c] part and you start it at page no-8, then write only 8 in page no column in front of Q 4 row….Always remember to draw a line after the completion of a answer and start new answer on fresh page….I hope I have made my point clearly…further query is welcome…keep blogging….

Institutes for Economis & Commerce optionals...Reply to Miss kritika Batra

Hello Miss kritika Batra, thanks for your visit on the blog and kind words about it….You rightly mentioned that Commerce and Economics are rare optional…..There are few institutes in Delhi which are providing guidance in these optional e.g. for commerce Vaji Ram & Ravi and RS Agarwal in Ranker’s classes [Kings way camp] and for Economics, Axiom in Rajinder Nagar…..However you need to check the veracity of the faculty available by attending introductory classes…Besides, you can regularly go through The Hindu news paper where all these Institutes are placing their advertisement and their future programmes, contact numbers, etc…..good luck for CSE-2011….further query is welcome…keep blogging…

Few tips on answer writing skills for CSE-09 Mains.....Reply to Mr Rajesh

Hello Mr Rajesh, thanks for your visit on the blog…Regarding the answer writing skills in mains…few things should be kept in mind:
[1] Answer should be strictly according to the question….for e.g. if question is on impact of PRI [Panchayati Raj] on silent social revolution comes….then focus only social aspects of PRI provisions with some live examples…no need to write on the provisions of Election commission, Finance commission, etc…..answers in General studies should be written straight forwardly e.g Discuss 3 stage nuclear power programme of India?….Answer should start as follows: India’s 3 stage power programme is as follows…stage [1]…stage [2]…stage [3]…no need of intro…you can write few lines in conclusion…..The answer can be in the form of points [in GS specially] or paragraph or points and paragraphs depending on the content and time availability.
[2] Language should be simple and writing should be neat and clean with minimum cutting.
[3] Focus on content rather than size of the answers.
[4]For socio, pub ad or any other optional, figures, maps or diagrams can be inserted only if context, situation and matter demands so…unnecessary diagrams and figures may harm your chance.
[5] Underlining of the key points and concepts can be done with the same ink or different ink…butt it should not be too much as it is a time consuming process.
[6] Selection of the questions is very important…choose easy and straight questions or those on which you have enough content…no need to select question out of the box….
[7] last but not the least, maintain your cool and calm during the examination hour as creativity comes in tranquil mind…..even if some questions or some papers get spoiled, don’t loose the battle….miracles happen in UPSC….
Further query is welcome…good luck for CSE-2009 mains….keep blogging……

My heart is coming out……Devastating flood in India

From last few days I am not at peace….I am quite disturbed when I read and saw the pictures of devastating floods in the states of Andhra Pradesh, Karnataka and Maharashtra….My tranquility has been disturbed specially when I came to know that Guntur district of Andhra Pradesh has been collapsed and destroyed completely……I have special emotional bondage with the Guntur…..As an IRS probationer, Government of India sent me for a ten days sensitization programme i.e. ‘Village visit’ in 75,Tyrralu village of District Guntur…..We went by Bus….I saw the beauty and prosperous landscape of the country side of Andhra Pradesh….We were kindly received by the DM and SP of the District….It was really a nice feeling on the first encounter of the district head quarter and its officials after becoming a bureaucrat….All was well organized…..along with the senior officials, Block development officer [BDO] and Panchayat secretary were present who took us to the 75,Tyrralu village….It was a well developed, literate, peaceful, clean and properly sanitized , fortunate to have piped water supply and lift irrigation, English medium residential school and 108 emergency medical service village along with [of course] some prevailing general problems which almost all the villages of India have e.g. caste discrimination, separation of hamlets of SC and ST population form main village, relative deprivation, high caste domination ,etc….The Panchayat secretary Mr Srinivasn and BDO were very co-operative….We took shelter in the Panchayat Bhavan having toilets, electricity connection and 24*7 water supply with very less mosquito menace….All in all, I found the village as an Ideal village [Pictures of this village can be seen in previous blog postings] .
Today, due to flood, all is lost…I don’t know the real situation but can easily guess the plight of the villagers there….since there was no nearby upland, I am doubtful about the survival of human and cattle resources of this village .….I am doubtful about the future of the lonely old lady living in ST colony whose source of income was weaving of mats from locally available raw material….I am doubtful about the future of numerous kids in ST colony who were fighting with each other to stand in the front row and asked me several times to take their photographs from my digital camera…..My heart is coming out…..
When I closed my eyes….all the incidences vividly moves just like a movie…..I paused to re look about the disaster management machinery of our country…Is it efficient, capable and sufficient for the disaster of this magnitude and the vast size of mother India….I doubt….though we have, National disaster management authority at place with all pomp and show….but whether it is delivering at this crucial juncture….I think We need to re-assess, re-evaluate and critically analyse the efficacy of the system in place…We need to have disaster mitigation as well as disaster response fund and strategy at macro, meso and micro levels for the quick response at the time of crisis….Though ,we cannot make country disaster proof but definitely We can chalk out some strategy, plans and programmes to minimize the colossal lose to men and material…..With the proper co-ordination, synergy among all the stake holders and extensive usage of IT, satellites data and regional planning, we can make the life of common people safer and happy.
I hope the people of Andhra Pradesh, Karnataka and Maharashtra will come out very soon from the bad memories of today and keep on moving for a brighter and prosperous future….Besides, I express my feelings to the people of Indonesia and Philippines and Samoa Island[US] who have suffered a severe jolt from the cruel hands of geo-morphological phenomena i.e. Earthquake and Tsunami very recently…..keep blogging…..

REPLY TO MR. EDUCATOR
Dear Mr. Educator,
I appreciate your concern for my query and a quick expert comment which was very much expected from any layman educator because you simply failed to study my intense analysis inherent in my question put up to neutralviews of improving one’s performance in CSE.I am a bit surprised that an educator did not understand my question who boasts that he has literally taught students and on the other had we have Mr. Manmauji who is a part of virtual world in educating successful and aspiring CSE aspirants and has never made a deliberate attempt to disclose his identity on the lines of neutrality and anonymity. Well, what all I can say is that UPSC is very much capable of identifying great talents and one amongst many is Mr. Manmauji.

Here is a short reply of your analysis of my query:

(1)Indeed neutralviews is a platform where not only CSE aspirants but also those hardworking fortunate individuals who get through this coveted exams ask about their queries which consists of the nature and type of service, training schedule, their day to day activities, etc. Thus, it is an unique junction of all aspiring and successful bureaucrats. Hence, neutralviews can not only be judged in terms of "number of queries" it gets. For me it would be an under evaluation of a great person's selfless effort who apart from his training and other day to day activities takes out precious time in replying our doubts.
(2)You also mentioned to offer a reply in neutralviews's way which is far away from the principal on which neutralviews operates because neutralviwes's reply is always positive, optimistic, to the point, and gives very less room to further generate queries from his reply and to a larger extent Mr. Manmauji is also able to provide an appropriate reply to each and every query in a way which solve the doubts of persons concerned. Your reply is full of value-judgments (dos and don’ts). You have presumed that all aspirants waste their time in figuring out a 'formula' which is a great generalization and a vagueness personified. As Mr. Manmauji has rightly pointed that at the end of a day "number matters a lot".
(3)You are also not fully right is stating that all students opt for IAS as their first service preference. Let me tell you that quite a lot prefer for IPS,IFS,IRS(IT),and even IAAS as their first service preference. You can go through "Pratiyogita Darpan" and find out the facts yourself and various other articles are available on Internet suggesting that changing trend. Here, again your argument fell in stereotyping.
(4)Gone are those days when a person used to work tirelessly and spend days and nights in studying each and everything just to gain knowledge without even thinking of the end result. The yearlong process of CSE exam compels the individual to have some fallback career option not only for his/her own sake but also for those who are dependent on them. Probably you will agree with me that CSE aspirants are made up of various categories- well-to-do families, upper-middle class, lower-middle class and lower class. My basis of this classification is solely based on the financial status of the person and his/her family members. Thus, one can not study for CSE in an intellectual and scholarly manner and afford for arm-chair discussions .CSE aspirants needs to know from each and every walks of life in a generalist way without philosophizing and complicating things. Thus one can gain knowledge to empower but should draw the line as well where it exceeds. You have rightly said that students learn when they have a reason.
(5)Should I presume that being an educator you have read about School Culture-Rituals and Ceremonies, about J.Krishnamurty(a great educator of India,KFI Schools),Gandhi's views on Education, John Dewey, Durkheim’s views on Education, An Ethnography of Life in School by Meenaskshi Thapan. These are a few basic texts which any so called "Educator" can read before giving any expert advice. These articles are mentioned in some of the great works done in the field of education. I would request you to please read at least about Dr.Radhkrishnan so that an educator's viewpoint is naturally reflected in your further comments.
I would also like to thank Mr. Manmauji in giving you an opportunity to reply/comment to my question. This is truly democratization.
Thank You So Very Much!!

The Ex-President of India DR. A. P. J. Abdul Kalam 's Speech in Hyderabad

"Why is the media here so negative?
Why are we in India so embarrassed to recognize our own strengths, our achievements? We are such a great nation. We have so many amazing success stories but we refuse acknowledge them--- Why?
We are the first in milk production.
We are number one in Remote sensing satellites.
We are the second largest producer of wheat.
We are the second largest producer of rice.
Look at Dr. Sudarshan , he has transferred the tribal village into a self-sustaining, self-driving unit.
There are millions of such achievements but our media is only obsessed in the bad news and failures and disasters.
I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.
In India we only read about death, sickness, terrorism, crime.
Why are we so NEGATIVE?
Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T. Vs, we want foreign shirts. We want foreign technology.
Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance? I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is. She replied: I want to live in a developed India . For her, you and I will have to build this developed India . You must proclaim. India is not an under-developed nation; it is a highly developed nation.
Do you have 10 minutes? Allow me to come back with a vengeance.
Got 10 minutes for your country? If yes, then read; otherwise, choice is yours.
YOU say that our government is inefficient.
YOU say that our laws are too old.
YOU say that the municipality does not pick up the garbage.
YOU say that the phones don't work, the railways are a joke,
The airline is the worst in the world, mails never reach their destination.
YOU say that our country has been fed to the dogs and is the absolute pits.
YOU say, say and say.. What do YOU do about it?
Take a person on his way to Singapore . Give him a name - YOURS. Give him a face - YOURS. YOU walk out of the airport and you are at your International best. In Singapore you don't throw cigarette butts on the roads or eat in the stores... YOU are as proud of their Underground links as they are. You pay $5 (approx. Rs. 60) to drive through Orchard Road (equivalent of Mahim Causeway or Pedder Road ) between 5 PM and 8 PM. YOU come back to the parking lot to punch your parking ticket if you have over stayed in a restaurant or a shopping mall irrespective of your status identity... In Singapore you don't say anything, DO YOU?
YOU wouldn't dare to eat in public during Ramadan, in Dubai .
YOU would not dare to go out without your head covered in Jeddah .
YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds ( Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else.'
YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop,'Jaanta hai main kaun hoon (Do you know who I am?). I am so and so's son. Take your two bucks and get lost.'
YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand.
Why don't YOU spit Paan on the streets of Tokyo ? Why don't YOU use examination jockeys or buy fake certificates in Boston ??? We are still talking of the same YOU..
YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India ?
Once in an interview, the famous Ex-municipal commissioner of Bombay , Mr. Tinaikar , had a point to make. 'Rich people's dogs are walked on the streets to leave their affluent droppings all over the place,' he said. 'And then the same people turn around to criticize and blame the authorities for inefficiency and dirty pavements. What do they expect the
officers to do? Go down with a broom every time their dog feels the pressure in his bowels? In America every dog owner has to clean up after his pet has done the job. Same in Japan . Will the Indian citizen do that here?' He's right... We go to the polls to choose a government and after that forfeit all responsibility.
We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative. We expect the government to clean up but we are not going to stop chucking garbage all over the place nor are we going to stop to pick up a stray piece of paper and throw it in the bin.
We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms.
We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity.
This applies even to the staff who is known not to pass on the service to the public. When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse?
'It's the whole system which has to change, how will it matter if I alone forgo my sons' rights to a dowry.' So who's going to change the system? What does a system consist of ? Very conveniently for us it consists of our neighbor's, other households, other cities, other communities and the government. But definitely not me and YOU.
When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away. Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England . When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.
Dear Indians, The article is highly thought inductive, calls for a great deal of introspection and pricks one's conscience too.... I am echoing J. F. Kennedy 's words to his fellow Americans to relate to Indians.....
'ASK WHAT WE CAN DO FOR INDIA
AND DO WHAT HAS TO BE DONE TO MAKE INDIA
WHAT AMERICA AND OTHER WESTERN COUNTRIES ARE TODAY'
Lets do what India needs from us..."
