Regarding technical resignation...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Thanks Sir!
I wanted to clarify the lien concept a bit more.
Since I am a probationar, Will I be able to avail technical resignation? Specially with the condition that I can come back to the IRS within 2 years, if I don't like IPS ?

Miss/Mr Anonymous:- So sir if I technically resign from IRS, and say want to come back to IRS with in two years then I won't be allowed to do it? Because I am a probatioar . Where can I find the rules regarding this ?
 
Manmuji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog....regarding your query, you can give technical resignation being a probationer...but you can't have the option to return to IRS with in 2 years as you are still a probationer and as per service rules, your candidature will be final on successful completion of probation only...It is mentioned in your joining letter from Ministry of Finance....so technically, you are not permanently inducted in to IRS as you are a probationer only...still you can take advice from seniors on this aspect for more clarity..Besides, you can refer service rules on this aspect ...further query is welcome...keep on blogging... 

Does IPS has any exit value in Private sector...Reply to Miss/Mr Anonymous

Today we see that many IAS officers go to the private sector and come back to service.
Also IRS officers do have good exit value in the private job market.
Is there any exit value of an IPS for private sector ?
 
Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog...Regarding your query, you have rightly said that numerous IAS,IRS officials are quitting jobs and joining private sectors....They have huge exit value.....IPS officers do have exit value...I know one IPS officer from Bihar cadre who quit IPS as an SSP and joined private sector...He has visited more than 100 countries and now he is member of parliament (MP)....therefore, the exit value of a person is not from his position...it depends on how much knowledge/caliber he/she has...private sector requires knowledge,efficiency and expertise..if you have it, you will be required and demanded...it does not matter whether you belongs to IAS,IPS or IRS...you can be from any service....further query is welcome....keep on blogging...

Regarding Cadre...Reply to Mr Vineet

I have made it to the the IAS in CSE - 2011 with Rank 75.
Regarding cadre choice, after first choice as my home state Bihar, I have given my second choice as Himachal Pradesh ... the reason was it being one of the least corrupt states in India.(although Bihar may be the most corrupt, but my parents wanted it and I couldn't refuse).
But after reading about Himachal Pradesh, I came to realize that state service officers are very dominant vis-a-vis IAS officers (for example out of 12 districts of HP, only 3 Collectors are 'Direct IAS officers';rest being promoted IAS officers).
Also poor connectivity and extreme climate seem to be further disadvantages.
Have I made a mistake in cadre choice ?..... should I have been better off by opting for states neighbouring bihar ? ..... What chance do I have of getting Himachal at my rank ?
Please guide me in this regard ..... this issue is constantly worrying me and eating into the delight of becoming an IAS officer. I shall be really grateful to you.

Manmauji:- Hello Mr Vineet, thanks for your visit on the blog....First of all congratulations on your grand success in CSE....Your worry seems to be on wrong footing....Dear friend, you have made it to the elite service of this country where  sky is the limit for doing things,getting name,fame,etc....so you need not worry about your cadre...regarding your chances getting Himachal Pradesh, it depends on various factors e.g your category, other candidates options,vacancy in Himachal Pradesh [Outsider-Insider],etc....so just relax....since it is a small state, the vacancies are also less usually so chances may be rare that you will land in HP...still, even if you get in to HP...you need not bother about dominance of promoted officer as DM....you may not be aware,it may happens that direct  IAS in HP may not be preferring DM position as happened in UT cadre...one of my colleague in UT cadre told that IAS officer posted in Delhi don't opt for DM generally...it is being given to DANICS officers...IAS in delhi prefer other departments...so, the silver line is....just enjoy your golden period before joining FC...just forget that you are going to get HP as your cadre...in any case all cadres are good enough and provides ample scope to grow and work of course magnitude may differ..for e.g. For IPS in HP cadre, the work is very less as crime is not there...but for IAS you have huge scope to work as DM,secretary to different departments...since there is less corruption, you can have good environment to work...you can promote HP as a tourist hot spot...you can make it power surplus state and later on even supply the surplus power to neighbouring states...you can join Delhi on deputation or even you can go to Bihar for few years to serve your home state...Actually, the problem is our mind set...once you join LBSNAA, you will feel that those officers who get north east or southern states e.g. Kerala will be discriminated by their own batch mates as if these officers are not an IAS officer...some of them will even make joke out of it...this is ridiculous...I know several IAS officers from north east cadre who have earned name and fame more than north indian cadre IAS officers...actually, many of us are having feudal mindset...We still think that we are living in 1950's or 60's where IAS,IPS or other government officials were considered as 'Mai-Baap" and when they are on road, people used to run away or close their shops,etc..Now time has changed..so we must also change...now accountability and transparency is the slogan....I know that still in states like UP,Bihar,MP or by and large north Indian under developed states, IAS or IPS enjoy feudal power more than their counterpart in southern states or small states e.g. HP,Sikkim,J&K but it should not worry you...you must focus on your job...now knowledge is power...if you have tactis,knowledge,skills,man management skills,etc, you can enjoy and command respect at any place..Remember, you can't revolutionise the things...change is a very slow process...you need to bring smaller changes continuously...so in my view, you haven't made any mistake by opting HP as your second choice....just enjoy and see brighter side of the life...there are lot more things to do....All the best....further query is welcome...keep on blogging...

Document Attestation matter...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Dear Sir,Plz clarify one doubt.
You must be aware that,
a. During filling up mains form, one attested photo (attested by Gazetted Officer) to be pasted in the space provided.
b. Also during interview time, one attestation form to be signed by one Gazetted Officer .
In my case problem is that , Now I am staying in Delhi, far away from my home town. Here I know about Gazetted Officers where they will be available, but they don’t me. So, I am not sure that they will attest my documents or not.
In my home state, I have faced similar problem. When I approached to one medical Officer, he said they are not doing attestation. Similarly, when I approached to one Sub Collector (State Civil Service), he said they are not doing attestation. At that time his (Sub Collector) Personal Assistant said that, Since Sir don’t know you, he will not attest.
Can you provide any solutions to this problem?

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog....Regarding your problem...it is very strange that gazetted officers are behaving like this...I don't think that attestation is such a big issue...you can do one thing that bring all the original and supporting documents along with your ID Proof such as passport,driving license,voter ID card,etc with you and visit any senior Group A officer's office in Delhi..I think they will attest...Even then if you have any problem in attestation then visit any near by IAS coaching institute and ask their help...they will definitely guide you to some suitable person for this work..At last, if no body comes for your rescue then approach some lawyer/notary, he/she will attest your documents.....further query is welcome...keep on blogging..

Regarding cadre allocation....Reply to Miss/Mr Anonymous

Question regarding cadre allocation policy.
My home state as declared in mains form is MP. But in my state preferences I chose UP as first preference and MP as second preference.
What is going to be my home state as per cadre allocation policy ?

Manmauji:-  Hello Miss/Mr Anonymous, thanks for visiting the blog....Regarding your query, as per cadre allocation policy of Government of India, your home state shall be MP....since you have opted for UP as your first choice, you will be considered for  UP first while allocating cadre as an outsider candidate if your rank permits so....the preference of cadre can be different from person to person...If your rank permits for MP cadre then you will be allotted MP as an insider candidate as your home state is MP...further query is welcome....keep on blogging..... 

Should I resign from IRS to join IPS....Reply to Miss/Mr Anonymous

Please solve my dilemma.
I am in IRS. 5 months into training. This year my rank is 218 and I will get IPS.I will join IPS only if I get hindi belt. Preferably UP(outsider - my 1st preference), MP(home state).
1. What is the concept of lien(technical resignation)?
2. Is EOL allowed in IPS ? i have one more attempt left.
3. If I join IPS and get south/east cadre plus i resign from IRS and not able to give a shot at IAS again. Then it is all lose lose situation.
4. Is there a way by which I can find out my cadre before joining the FC. How to do a rough estimate?

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog and congratulations on your grand success in CSE.....your dilemma is genuine which most of the candidates have facing similar situation...But there is problem in your case....since you have not mentioned your category so considering that you belongs to General category, it is very difficult [near to impossible] that you will get your home state or UP at this rank following previous years cadre allocation. But, there are definite chances that you may get Hindi belt state. Since, you have one more attempt left, you can skip FC but you need to appear in CSE-2012 [must have already appeared]....If not then, you have to produce medical certificate or some valid reasons to skip FC and continue in IRS...but for this also you need to convince your NADT or NACEN[if you are in IRS[C&CE] authority and have to bunk/leave campus on some grounds.
 Besides, you have to give technical resignation before joining/accepting new service...The concept of technical resignation is very simple...since you are switching service only, therefore your record file will move from ministry of finance to ministry of home stating the fact that you are already a Group A officer...But since you are still a probationer, you can't have all the options. 
    EOL concept is not available in NPA [National Police Academy,Hyderabad]...but I know few candidate who didn't attend training on medical grounds and appeared again in CSE...but as I told you must have some very strong and valid reasons for this..otherwise you may loose your candidature.
   Therefore, the only option left is dig out Ministry of Home affairs and find some link specially who deals in cadre allocation wing...may be a section officer in Home ministry or meet some senior IPS officer and try to find out your probable cadre.
   At last I want to say few thing....for IPS, you must have genuine desire to be in IPS then only you can survive or enjoy the service...Some time training change the feeling and you start liking it but in a long run you must have craze for IPS as it is very demanding and challenging...Don't be carried away by outside visible symbols of power,force,guns,etc...because once you are in you have to deliver else ready to join side postings [so called]...The decision should be yours only...all services are good...Though cadre is a very important factor in IPS but it is not the only thing...if you enjoy IPS you can enjoy in any state and make a name...There are ample scope of Deputation in Delhi and abroad for IPS...so choice is yours....further query is welcome...keep on blogging...
