Hello Mr/Miss Daydreamer, thanks for your visit on the blog....Regarding your query...UPSC requires balanced answers..so it is always better to present both sides of any event...It is more pertinent in the case of comment type of questions..because from neutral perspective you are commenting on any event...Though from my personnel experience, the prefix words e.g. Explain,Discuss,comment,etc really doesn't matter a lot...only slight change is required in the answer format..So to be safe,it is always advisable to present both sides of any event...further query is welcome...keep blogging...
