Hello Miss/Mr Anonymous, thanks for your visit on the blog....one can definitely file RTI for not getting in to IAS/IPS despite the good rank only to Dopt as UPSC does not have any role in allocation of the services....This generally does not happen..there may be some medical ground for it.....further query is welcome..keep blogging...
