REACHED AT NACEN FARIDABAD

Finally we have reached at our respective academies.....We too have settled some how...though there is huge accommodation problem but somehow we have manged it...today was the first day ..it was devoted to formal joining at NACEN.....If we compare the infrastructure with MCR HRD of AP,then NACEN scores quite less...WE have to create some pressure on the academy to at least maintain the available infrastructure....keep blogging,i will update about the happenings at NACEN regularly...

Hello Srinivas..once again thanks for showing interest in my blog.....regarding BP ...it is not a major problem in UPSC....you should not worry about your BP level as it is a temporary phenomena.....you just prepare for it...all other aspects are trivial in nature...so far as I know nobody has been disqualified for low/high BP......for any other medical related details kindly go through Employments News or UPSC website i.e. upsc.gov.in ....regarding the schedule for upsc examination they are a bit same as you have mentioned......so enjoy the upsc preparation...
Our foundation training is over now...almost 80% of my colleagues have left the institute....I am leaving tomorrow...It is really a very emotional moment for all of us...here faculty members are also very emotional......

AN ANSWER TO THE QUERY

Hello Srinivas...thanking you for showing interest in my blog.....Regarding your questions.....yes there is strict height requirement for IPS i.e 165 cm .....But there is no such criteria for services like IAS,IFS,IRS,etc....There is a compulsory medical test for everybody immediately after the interview.....UPSC ask everyone who have appeared in interview to go through medical test in different hospitals in Delhi e.g. Guru Teg Bahadur,sahadara, Lok Nayak,Pahar ganj,etc....In the medical test all the basic things are going to be tested e..g eye,blood,blood pressure,ears,x-ray,etc....so there is a detailed medical check up.....regarding cadre...it is being done during training...for ex IAS and IPS selected in year 2007 have not been allotted cadre so far...they may be allotted next year....the total training for IAS,IPS and other services varies...for ex for IAS -2 years,IPS-18 months approx,IFS-3years etc but this training schedule is very unique type....actually you have to undergo some field postings too during training itself.....you can read all the details in the notification issued by UPSC in "Employment News" for civil services examination 2009.......I hope I have answered all your questions...for any further query you can write me.......enjoying blogging....

UPDATES FROM MCR HRD

Finally the day has come to say adieu to MCR HRD......yesterday We had our valedictory function .....Mr C. Rangarajan was the chief guest.....Our DG sir distributed the passing certificates.....Now just four days to go to leave Hyderabad..There were lot of moments in our memory where we have enjoyed like anything......indeed these were the golden days of my life perhaps......On 12th Dec.. all our friends will move to their respective academy for further training......day after tomorrow we have India Day celebration....some of us are preparing for that moment......but for me ,I am trying to enjoy each and every moment of FC life....rest is all fine here....keep blogging....

Now we are back again to campus from village visit. The villages in Andhra Pradesh are really developed. We were sent to Guntur District. We got very good reception by DM and SP . In our village there were few problems e.g. huge disparity,caste,roads and floride problem,etc. Rest of the things were simply fantastic.
Now, we are facing very tight schedule. Our presentation on village visit has been over. Now we are working on hope project and its presentation ./ Life has become a bit busy here. Yesterday we have performed well in FETE. My stall has earned Rs. 3000/-......Rest of the things are ok....I will update you about any major happenings at campus.....keep blogging...

UPDATES FROM MCR HRD...HAPPY DEEPAWALI

Hello,wishing all of my readers a very happy Diwali..... We are enjoying the best of our time at the institute...it is mainly due to ongoing "AK Sinha One Act Play" where all officers have to participate. The gentry here is really talented. So far we have seen outstanding performances by the officers. Today we have another three plays. We are looking forward to this evening.
Yesterday, during Diwali celebration one officer mistakenly fired bomb from wrong side...this caused burn injury to several OTs. I hope you all guys did not repeat these mistakes during celebrations. Once again wish you all a very happy Diwali.....from 1st November we are going for a village visit for 10 days. I will update you all about it.

UPDATES FROM MCR HRD

Today we had our esteemed guest Swami Agnivesh with us to deliver a lecture on contemporary affairs in India. Though the lecture was a bit interesting and only few of us went asleep during it but whatever he said was a bit idealistic. We all want to see India as a great nation free from all biases,cast,and regional politics but it requires a huge will power which must come from political system as well from bureaucrat. We can't say that only political system is responsible for this degeneration.
Any way apart from other regular activities,classes are not very interesting here. There is hardly any time left for other activities.Now a days we all probationers are engaged in preparing for one act play.Several scripts are coming every half an hour and just went like that. Let us see which act finally come on stage for the performance.....keep on blogging...

UPDATES FROM MCR HRD

Now,it is a time for fun at MCR HRD...We all are back from trekking and preparing for our next mega event "ONE ACT PLAY"....I don't have any script as such for this event [all are big scripts..]because time limit is only 30 Minutes....I am eagerly searching for it. But we all are really enjoying this preparation...some of our Friends even agree to play a role of a tree,animal,etc....Since it is mandatory that everyone of us will have to act ...so for some of us it is going to be a daunting task.....the only problem with this FC is its hectic schedule...we have class from 9:30AM to 5:30PM.....after that I have some social commitments in near by area.....then time for other activities...really it is not an easy job to do....but as usual the real motto of FC is to make realise every probationer about coming busy life....so I am fully ready for this challenge....keep on blogging....

RETURNED FROM TREKKING...UPDATES FROM MCR HRD

Hello everybody,I have returned back to the institute on Saturday night safely...safely because it was a dangerous trek ,not properly planned.....some routes were close to 35km and some were just 8km......since it was quite new to us, so almost all enjoyed it like anything..specially ooty and Nilgiris.....I have enjoyed beautiful tea estates...this place is really worthseeing..one should go at least once to this region...people are also very good there..as we had to stay in a community hall at Solur...there,local people had arranged everything for us.....barring few unpleasant incidents our trekking was full of joy...now We are back in the Institute so again we are facing boring classes from 9:30 AM to 5:30 PM.....We are looking forward to next scheduled village visit...I will upload some photographs of this trekking within one or two days...keep blogging...

EXAM IS OVER....GOING FOR TREKKING

Hello friends...Our exams at MCR HRD, Hyderabad are over now...We are free for time being to enjoy our life...no tension at all....we are moving for trekking today in Nilgiris...Hopefully it is going to be a memorable trek for our life time.....we have purchased several things like i-pod,digital camera,etc to make it a successful sortie....I will publish photographs when we will be back in our campus...here everybody is excited about this mega event of 82nd foundation...We are moving by bus at 2:30 Pm today....in the mean time I will hardly have the access of computer so there will not be any update till 13th Oct.....till then enjoy blogging...

INDIA’S MAOIST DILEMMA

NOTE AND WARNING: This essay has been submitted to an Essay Competition conducted by Indian Army. At a meeting of chief ministers and senior officials in April 2006, the prime minister described the Maoist violence as India’s greatest internal security threat. It was a grudging admission that the State had failed to contain an armed insurrection which has infected around 165 of India’s 602 districts. This is indeed a serious issue ought to be considered immediately.

The recent surge in Naxalite violence once again confirms that it is more than a mere law and order problem. There is also an increasing evidence of their extra-national links with forces hostile to the interests of this country. This calls for a renewed thrust in coping with the issue. Even, Army intelligence points to a close connection between the Maoists and the Lashkar-e-Taiba (LeT).
Maoism etymologically means the thoughts and teachings of Mao Ze dong, who was Chinese leader. His thought is a variant of Marxism which was prevalent in the Communist Party of china till Chinese economic reforms in 1978. It aims at creation of a socialist society through socialist military construction and also provides guidelines for a socialist revolution for the same. Today Maoist organizations exists in numerous countries of the world like Peru, Nepal, Bangladesh, Myanmar, Bhutan etc. and engaged in continuous armed battle with the respective Governments . They are against the imperialist influence in their countries. In India Maoism emerged in the form of Naxalism.
Naxalite or Naxalism is an informal name given to communist groups. Ideologically they belong to various trends of Maoism. Initially the movement had its centre in West Bengal . In recent years, they have spread into less developed areas of rural central and eastern India, such as Chattisgarh and Andhra Pradesh through the activities of underground groups like the Communist Party of India (Maoist).
This term originally comes from Naxalbari, a small village in West Bengal, where a section of Communist Party of India (Marxist) (CPI(M)) led by Charu Majumdar and Kanu Sanyal led a violent uprising in 1967, trying to develop a "revolutionary opposition" in opposition to the CPI(M) leadership. The insurrection started on May 25, 1967 in Naxalbari village when a peasant was attacked by hired hands over a land dispute. Local peasants retaliated by attacking the local landlords and the violence escalated.Majumdar greatly admired Mao Zedong of China and advocated that Indian peasants and lower classes must follow in his footsteps and overthrow the government and upper classes whom he held responsible for their plight. He engendered the Naxalite movement through his writings, the most famous being the 'Historic Eight Documents' which formed the basis of Naxalite ideology . In 1967 Naxalites' organized the All India Coordination Committee of Communist Revolutionaries(AICCCR), and later broke away from CPI(M). Uprisings were organized in several parts of the country. In 1969 AICCCR gave birth to Communist Party of India (Marxist-Leninist).
Practically all Naxalite groups trace their origin to the CPI(ML). A separate tendency from the beginning was the Maoist Communist Centre, which evolved out of the Dakshin Desh-group. MCC later fused with People's War Group to form Communist Party of India (Maoist). Another tendency is that of the Andhra revolutionary communists, which was mainly presented by UCCRI(ML), following the mass line legacy of T. Nagi Reddy. That tendency broke with AICCCR at an early stage.
During the 1970s the movement was fragmented into several disputing factions. By 1980 it was estimated that around 30 Naxalite groups were active, with a combined membership of 30 000. More recent figures put the strength of the movement at 15,000, and claim the guerrillas control an estimated one fifth of India's forests.
The reasons behind this stealthy spread of Maoist practice and intent entrenched are the social inequality and the State’s abdication of responsibility. While India’s policy-makers gloat over the economy that will rank third in the world in a few decades, the National Sample Survey Organization estimates put a third of India’s rural population as living on less than Rs 12 a day. Apathy breeds anger and, then, violence. The rebellion survives and spreads by feeding on the anger of the deprived. The newly acquired prosperity of the landlords, bourgeois traders and bureaucrats further annoys and frustrates them. They believe that the benefits of the Panchayati Raj have been cornered by a handful of well-do-peasants. Hence, they have declared all landlords, big or small, and all bourgeois, powerful or petty, as class enemies and have been working for their elimination through violent means. Now,Maoist violence has spread from 156 districts in 13 states in September 2004 to 170 districts in 15 states in February 2005, affecting about 40 per cent of the geographical area of the country and 35 per cent of its population, going by intelligence reports. With the objective of establishing a “Compact Revolutionary Zone” as typified by the Red Corridor, extending from North Bihar to the underdeveloped hinterland of Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh, Maharashtra, Karnataka and West Bengal, the Naxalites want to use this stretch for eventual seizure of the state power. Whether it is the activism of Salwa Judum in Chhattisgarh, the attack on Jehanabad jail (resulting in freeing of about 340 prisoners and their leader Ajay Kanu) in Bihar, the killing of Sunil Mahato, the JMM MP or the attack on a police camp in Bastar killing about 56 policemen, the extremists have demonstrated greater precision, penetration, organization and audacity in striking their chosen targets at will.
They are now trying to transform themselves into a modern guerrilla force, equipped with sophisticated weapons and communication system. With the formation of a united outfit namely CPI(Maoist) along with the raising of an armed wing called the People’s Liberation Guerrilla Army through the merger of Maoist Communist Centre (MCC) and the People’s War Group (PWG), the movement has been able to resolve infighting. There has also been a shift in focus and strategy. Today, they are not only logistically better organized and better trained; they are also better motivated and better led.
The new strategy adopted by them is one of protracted armed struggle whose objective is not seizure of land, crops or other immediate targets, but the seizure of state power. Within this perspective, participation in elections and engagements with the prevailing bourgeois democracy are rejected, and all efforts are focused on revolutionary activities to undermine the state and seize power. They plan to mount further attacks against the symbols of “feudalism, imperialism and comprador bureaucratic capitalism’ and they don’t mind supporting the struggle of nationalities for their self-determination, including the right to secession. They are believed to be working on a counter-strategy to intensify the people’s war by increasing their mass base across the country and strengthening its armed cadres. If we try to examine the pattern, breadth and precision of extremist violence in the country, we will notice that they have not only been successful in strengthening the People’s Liberation Army (PLA), the military wing of the CPI-Maoist, but have also succeeded in recruiting more cadres. They have done this through militant, but populist mass movements against the neo-liberal policies of globalization, liberalization, and privatization. Their strategies are aimed at expanding the armed struggle from “guerrilla war” to “urban and mobile warfare”, focusing on industrial areas. With Singur and Nandigram coming into focus, the extremists are placing more emphasis on an agrarian revolution and a protracted people’s war as the path towards a “new democratic revolution”, as witnessed during the heyday of the Naxalbari upsurge in the late 1960s and early 1970s. The Naxalites have cashed in on the popular resistance to the proposed land acquisitions in Singur and Nandigram, if reports of their expanding mass base in such areas are any indication. They further plan to use resistance to the SEZ phenomenon as a means to extend their presence to new areas. Today, as many as 250 proposals to establish SEZs in 21 states are awaiting approval and Naxalites are reportedly busy drawing up plans for more such flare-ups. Taking a cue from their Nepalese counterparts, the home-grown Maoists are believed to be in collusion with sundry revisionist and secessionist forces in order to expand their support base. The Maoists in Nepal had declared their support to eight minority autonomous regions during their armed struggle. In return, they received support from these areas. Naxalites here have also been supporting demands for separate states like Telengana and Vidarbha. They also support the secessionist movements in the North-east and Kashmir and as such pose a bigger threat to national security than we have cared to believe so far.

India is hurting. Its people are being terrorized and killed. And the Government is in a quandary to find a solution to quell the wave of violence and bloodshed unleashed across its Eastern and Central villages by the Maoist Communist rebels, commonly known as Naxalites. Indian establishment is on the cross road to handle this problem.
While Nepal has witnessed reconciliation with the Maoists, as reflected in the latter’s participation in the new government, India continues to be a victim of their violence. With the extremists joining the mainstream, the movement ought to end in Nepal. India is still groping in trying to assess the problem and formulate a strategy. Therefore a synergized strategy is imperative for our country to come out from a dilemma about tackling this growing menace. The Bhubaneswar meeting of the National Naxalite Coordination Committee was a step in this direction
Primarily, India’s maoist dilemma is all about the adoption of an appropriate strategy to tackle this growing menace. Indian leadership seems to be confused to take a particular stand among the following :
[1] Development and law and order strategy
[2] Onetime crackdown with heavy hand
[3] Creation of conducive conditions to assimilate these sons and daughters in to main stream.
The second strategy will never give a permanent solution to this age old problem because of the local support enjoyed by Maoist. This has clearly been demonstrated by the failure of “Salawa judum” experiment in Chattisgarh.It happened despite the fact that tribals have taken the lead in this experiment.
Thus we have to search other options. Initial measures implemented by the Government have proven to be inadequate in uprooting the Naxalite extremist faction propagating the rebellion. Its attempts have caused the Naxalites to retaliate with increased aggression on vulnerable villages. We can obtain pointers from the late peace leader Mohandas Karamchand Gandhi. In spite of India's complicated diversity of peoples and languages, Gandhi had given it a new ideal and had presented to the world a new ideal of India. Non-violence became an ingrain source of Hindu action. The bare-footed Mahatma Gandhi, had reached into the heart of a convoluted and incongruent country, and roused its vast population to win the greatest victory modern India has ever witnessed with his new message: "Satya, Satyagraha, and Ahimsa" (Truth, Resistance in the Cause of Truth and Nonviolence). Under his tutelage, the nation of India embraced peace in the height of great turmoil and British repression. He single handedly led India to Independence. Had he lived he would be ashamed to see beggars forgetting their Hindu customs and leading armed revolt against their leaders and kinfolks.
The central government along with the state governments has to formulate a comprehensive strategy to speed up the development process. It must start from land reforms. This development strategy should cover wholistic develomental requirements of the pople i.e. social,economic and political. It is the duty of the state to ensure equitable distribution of the benifts.
Apart from it ,government must also ensure that all its agencies work in a just and transparent manner. Justice should be delivered without any further delay.Corruption should be weed out from the governent secor. It should be ensured that state apartus is not being utilised to exploit weaker sections.
When this happens, the supply chain of the maoist will be disturbed. When people will get the justice from the state,education from government schools,health from governemnt hospitals and adequate employement near to their homes, they will definitely think twice before joining Maoist movement.
But,this requires a strong political will to provide legal framework to expedite the process.Maoist should be properly persuaded to join mainstream. For this,government must have a proper and attractive rehabilitation packege. The vocational training can also be provided for gainful employment.
In other words, the memorandum of Peace between government and Maoist should include:
[1] Dialogue between Government and the extremist leaders to discuss grievances and methods to alleviate such.
[2] Government's denouncement of the violence perpetrated by the Naxalite rebels in the village attacks.
[3] An Order for Naxalites to cease its attack immediately.
[4] Punishment for those violating the order.
[5] A strengthening of armed police presence in Naxalite targeted villages.
[6] A reform of policies to provide more jobs for the jobless.
[7]Policy to help alleviate poverty in the targeted villages.
[8] An open door policy between local government and villagers terrorized by the Naxalites.
[9] A Justice System more sensitive to the oppressed.
[10] Policy for economic development in outlying villages.
[11] An Education policy incorporating deprived children in the outlying villages.
However,along with this political approach,law and order machinery is also need complete overhauling.Unfortunately, the state governments are shockingly ill-equipped to fight the Maoists. The police know precious little about the terrorist outfit and its leaders, how it functions, its goals and its tactics. There is no clear strategy to tackle and defeat the Maoists. This is outrageous, considering the fact that the Maoists have been around for many years now and have been gaining in strength steadily. The growth of the Maoists would surely have been detected by an efficient and strong intelligence radar. It is high time the states and central intelligence agencies, and the state police's own intelligence-gathering machinery, are revamped and infused with not only fresh blood, but meritorious officers and personnel are posted there and allowed a free hand to do their job. At the same time, a special force such as Greyhounds of Andhra Pradesh to hunt down and exterminate these terrorists needs to be raised immediately and this force be trained in jungle and urban combat.
The state cannot afford to be soft in tackling terrorism. Yes, the root cause of terrorism--and in this case, it is excruciating poverty caused by abject state neglect of the tribal and rural areas and endemic corruption that causes colossal leakage of developmental funds meant for these areas--must be tackled. But we've seen in the past that Maoists have stalled developmental projects since they know that these projects, aimed at benefiting the poor, would lead to loss of their influence and stranglehold on the poor and the tribal. They want the status quo to continue because they can grow only if the poor and the tribal continue to live in poverty and neglect, without access to healthcare, education and other amenities But this should not deter the state machinery from pushing development projects like roads, schools, healthcare facilities and schemes for providing work, housing etc very aggressively in the affected areas. At the same time, a fierce effort should be launched to wipe away the Maoists. And then, a determined endeavor should start to ensure that the ugly blot of Maoism does not stain impressionable minds. Getting back to the war on Maoists, it ought to be realised that there's no alternative to hunting the Maoists down and annihilating them. That's the only way terrorism can be, and has been, tackled. All such outfits which were defeated across the world--the Baader-Meinhof in Germany, the Red Army in Japan, Italy's Red Brigade, Punjab's Khalistanis and even the Naxals in Bengal--had to be put down with a heavy hand. Terror has to be fought with terror, like what they teach at the Indian Army's Counter Insurgency & Jungle Warfare School: "Fight the guerilla like a guerilla". Replace 'guerilla' with 'terrorist'.

There is a need to pursue a multifaceted and integrated policy and strategy for dealing with this menace. This may include action on the security front to effectively counter and check violence by Naxalites, create a secure environment and promote development and economic growth in the affected areas with the objective of providing the necessary economic and social infrastructure and employment opportunities.

No form of government has proved to be better than democracy. And Indian democracy is remarkably resilient. If the Maoists still feel differently, they must come forward to discuss the issues across the table. The government has responded to the standard charges of “inequitable and in egalitarian development”. It has come forward with a series of development proposals to address the inequity. The Maoist support to secessionist and separatist movements is misplaced and points to a garbled conception of politics. By indulging in the brazen and unprincipled acts of violence, they are not only hurting the cause of development, but are also playing into the hands of our enemies. The government, on its part, needs to strengthen the capabilities of the police and the Intelligence network

UPDATES FROM MCR HRD HYDERABAD

Today we have appeared in our first exam in 82nd foundation course. It was on e-governance. Though this exam is not supposed to check our capability but because it was an exam, some of our colleague were not able to sleep properly.....it started at 4:30 pm ...question was of elementary level e.g. what is e governance,use of websites,etc......so at the end of the day we are relaxed....day after tomorrow we are having law exam which is quite tough.....we have to work hard for it....but still as we all are aware about the fact that this exam does not have much significance so I am quite relaxed and thinking about the forthcoming trekking in Nilgiris...hope we all will enjoy......next update will be on Friday....so till then good night....

UPDATES FROM MCR HRD OF AP

Hello friends, I was sick in this week....today I am alright....Here, the schedule is a bit tight for this week. We are having tests in next week. We got some Essay assignment too. There is one group called " Syndicate Group" which is a group of few "OT's"..[officers trainees]...it has to work on some unique topics ranging from environment to slum,etc. So, as such Foundation training is going on very boring tone. But next month hopefully, We will be enjoying as we are going for NeelGiris for trekking and village visits.
Regarding romance in the campus, not much is there to write. So far only one pair has been formed which seems to be converted in marriage..[I wish a good life for them..bhagwan unehain buri nazar se bachaye rakhe]...others are just undergoing through trial and error phase to choose their suitable partners.......next update will come very shortly.....

Today's sortie was quite good...we have enjoyed it nicely...the buses sent by AP tourism corporation was AC and guide was cool.....First we went to Birala temple...it was fabulous...Hussain sagar was visible from it...then we went to different museums and finally to Golconda court...in between we had a very nice lunch sponsored by AP tourism corporation at Saramati resort.....Finally we are back in our hostel...now we are planning for our tomorrows class schedule....we all thanks to AP tourism corporation for their generosity.....

UPDATES FROM MCR HRD HYDERABAD

Today was a quite cool day here...almost all of us went outside and roamed on the streets of Hyderabad...I went to Amirpet [probably wrongly spelled] for purchasing few things.....in the evening we all have to report to audi for a movie....the movie was "MONALISA SMILE"...it was really a good movie and we all enjoyed it except few.....the only inadequacy was that we all have to sit on our allotted seats....so some guys having male or female friends were not allowed to sit together.....any way from now onwards we are going to watch one movie on every Saturday at 5:30 pm....hopefully all the sessions will be entertaining.....tomorrow we are going on a sponsored trip for "Hyderabad Darshan"...I will update you subsequently...

Today finally another day has also been passed with a very good and positive mood......today in the evening as I wrote earlier, there was a campaign for election in audi......some have made beautiful presentations with lot of fun...we have really enjoyed it.....some post were filled unopposed....there are still lot of post vacant in various clubs and societies....I feel that most of the probationers don't want to bound them self in one club only...as we all are the members of all the clubs here..so we can participate in n number of activities at our wish.....tomorrow and day after tomorrow ,we will not have any PT class as well as schedule class....we are planning to have lot of fun in coming two days...on Sunday we are going to have Hyderabad Darshan trip sponsored by AP tourism development corporation....I will update you on those visits....

UPDATES ON 82ND FOUNDATION AT MCR AP

Hello,from today onwards we are having full class schedule here from 9am to 5 pm..[in the afternoon session some of my colleagues have slept in the class and Prof after a difficult attempt was able to woke them up...]from yesterday onwards we are undergoing tough PT schedule early in the morning at 6 Am....though there was no PT as such yesterday but only instructions were given ..the one thing which we all are feeling here is the immense respect this institute is giving to us...everybody from faculty to junior workers are giving immense respect..[it may be due to the fact that they are conducting FC here..]I heard from my colleagues that at LBSNAA not even mess people give any respect to probationers....
Tomorrow we are going to have campaign for elections for different clubs at societies.....though there was a meeting called yesterday night for consensus but for obvious reasons there was no consensus among us and it was just like "fish market"...but we are enjoying the process...initially I was planning to fight battle for cultural secretary post..but now I have withdrawn my nomination on the ground that it will consume my lot of time and i will not able to give appropriate time to other activities...right now i am learning tennis and going for gym too...our swimming pool is not ready so far..it will take two more days....I will keep you update about this unique FC at MCR HRD of AP at Hyderabad........keep on blogging......

INAUGURATION AT MCR HRD INSITUTE OF AP OF 82ND FOUNDATION COURSE

Hi,sorry for long delays in postings at this blog as I was very busy in the completion of joining formalities.... We people have landed up in Andhra Pradesh for our "FC"....as we reached the heavy rain has welcomed us.....any way today was our grand welcome by the chief minister of AP Mr RAj shekhar Reddy......the level of infrastructure though is not comparable to LBSNAA but definitely it is satisfactory..the hostel rooms, they have provided are of international standard...food is also good...Now we are waiting for the next morning when we are going to have our first interaction with PT session which is quite frightening many of us...though we all know the importance of the physical fitness to serve the society well but as we were fighting a long battle since last two to three years to crack this examination ....we became certainly lazy on this aspect...that is why we all have developed a big belly too..we are looking forward to decrease our bellies..for today this is enough i feel.....I promise to post the neutral posting from MCR HRD institute of AP regularly.....

DELAYS IN FURTHER POSTINGS ON THE BLOG

LACK OF COORDINATION BETWEEN THE GOVERNMENT AGENCIES

The department of personnel has finally came up with the allocation of services list to the qualified candidates in CSE-2007. The foundation course is commencing from 1st September 2007 with the objective to promote esprit-de-corps. But this time this foundation schedule has been divided. Contrary to the earlier practise and in the true spirit of foundation course, only IAS,IPS,and IFS will go to LBSNAA,Mussorie and rest of the candidates will go to Hyderabad. This bifurcation will defeat the purpose of foundation course which promotes the better coordination among all the selected candidates in a single year. Now, how this bifurcation will enhance the co-ordination among the civil servants? The authority must reply to this question.
Besides, LBSNAA academy has not given any details on this matter. Even no body is explaining the cause behind this latest move. This simply shows the inefficient ways of government functioning and lack of coordination between the government agencies.

WRITEUP ON NANO-MEDICINE

A delegation from the University of Missouri that visited Chennai recently with its focus on nanomedicine, sought to explore ways to “develop a scholarly, creative partnership that has a high impact on science and the potential to do something good for patients… unable to afford the treatment.”
Nanotechnology, which refers to a field of applied science and technology and deals with the control of matter on the atomic and molecular scale, about hundred nanometres or smaller, and the fabrication of devices or materials within that size range, “is a very small field but has a very big impact,” said Brady J. Deaton, Chancellor of the University of Missouri, who led the high-level delegation. In Chennai, the delegation’s first stop was Sankara Nethralaya.
The mission of the delegation, which comprised university officials and nanomedicine experts, was clear. Said Mr. Deaton: “We want to explore ways in which we could develop a scholarly, creative partnership that has a high impact on science and the potential to do something good for patients suffering from disease and unable to afford the treatment. Not only will we set up a foundation for the pursuit of knowledge and science in the areas of ophthalmology, nanotechnology and modern science but also models of delivery of science and knowledge to everyone in the population. By taking knowledge in one area and applying it to another area we find that we achieve scholarly breakthroughs.”
Kattesh V. Katti, Professor of Radiology and Physics and Director, University Cancer Nanotechnology Platform, University of Missouri, said: “The manifestation of some diseases within the eye like age related macular degeneration are very similar to what happens in cancer. The eye is a very isolated part in the body. If we can understand that particular part well, we can apply it to other diseases in humans and animal population.”
Providing a definition that would help demystify Nano medicine, Dr. Katti said: “Nano medicine is a medical modality that uses nano particles for detection of diseases and treatment. Nanotechnology has a lot to offer in terms of diagnostics and therapeutic agents for treatment of eye disorders such as Age related Macular Degeneration and other retinal disorders. There are a number of reasons why nano particles do a much better job when compared to traditional pharmaceuticals. In simple terms, nano particles have a greater capacity to detect diseases and pick them up early — at the cellular stage. Diseases like breast tumors and prostate cancers and various other diseases if detected early can be fully cured. Other nano therapeutic products can be used to treat excruciatingly painful diseases like bone cancer for which there is no cure.”
The coming together of the University of Missouri and Sankara Nethralaya is significant in more ways than one. Mr. Deaton explained: “Our university has throughout its history addressed the frontiers of knowledge and science. We are a land grant university created in the U.S. through a series of legislations in the U.S. in the 1800s to promote the development and transfer of knowledge to help the working classes and all sections of society. What we have seen at Sankara Nethralaya is one of the finest examples of what a land grant concept is.”
Impressed by the work done at Sankara Nethralaya, Mr. Deaton said: “Work recognised worldwide as some of the most exciting work in science, going from basic research to clinical work in serving others and reaching out to the community in truly exceptional ways is going on here.”
While they could have chosen several other institutes in India to partner with, what tilted the scales in favour of Sankara Nethralaya is the “excellent service they do by way of patient care and their tremendous track record of publications in clinically relevant journals.”
The University of Missouri, which is making tremendous progress in the application of gold nano particles, is also working with researchers at Sankara Nethralaya who are investigating the role of gold nano particles in treating age related macular degeneration.
Anti-oxidants discovered by the University of Missouri are being used in extensive studies. “The collaboration is very natural and it’s a nice two way partnership,” said Dr. Katti.
The University of Missouri has the largest nuclear reactor that has enabled it to make major pharmaceutical breakthroughs and one of the largest nuclear magnetic resonance machines in the U.S. Mr. Deaton said: “If you looked at the research methodology being employed at Sankara Nethralaya to treat eye diseases, that is certainly a challenging model. I hope we can find ways of applying this at the University of Missouri.”
Another advantage nanomedicine offers is that it can treat diseases in such a way as to minimise damage to the human being because it isolates the disease germs and viruses in the body and targets them specifically without impacting the body in a negative manner as many pharmaceutical products do.
Cutting edge research and genetic technology are not without their ethical dilemmas. Mr. Deaton said: “When we began putting more emphasis on life sciences and nano medicine we identified faculty in the area of philosophy and ethics to address the ethical issues that could arise during these processes. We felt that science had not paid enough attention in the past to the ethical issues of looking at any type of genetic technology and to examine the trade offs that may occur between the ability to violate a part of the body at the same time to save a life utilising genetic modification today, in order to save lives of future generations of children.”
Dr. Katti added: “Nanoscience is often referred to as a disruptive science. It has the very powerful ability to break down the traditional boundaries that existed between physics, chemistry, mathematics, biology and biomedicine. Nano Science brings all the expertise together under one roof.”
“Different nano particles, different sizes, shapes, elements — we are just beginning to unravel it all,” concluded Henry White, Professor of Physics, University of Missouri-Columbia.

TRUTH IS OUT...MEDIA AND OTHER PEOPLE ENGAGED IN NEGATIVE CAMPAIGN MUST APOLOGISE NOW TO THE RELIGIOUS PEOPLE OF INDIA

By all accounts so far, lack of capacity to mingle with peers and adjust with the new surroundings at Sant Asaram Bapu’s Gurukul (boarding school) in Chhindwara led a 14-year-old ninth grader to commit a double murder within a short span of two days.
Investigations so far have revealed that the ninth grader killed two little schoolmates to create a sensation that could lead to the school’s closure. He purportedly committed such a heinous crime only to return home.
Jabalpur Range Inspector-General of Police M.R. Krishna told The Hindu on Monday that the accused, who comes from a wealthy agriculturist family and is a resident of Bichua village near Chhindwara, has confessed and has been arrested under Section 302 of the Indian Penal Code for the double murder. He has been sent to judicial remand and would be produced at the Juvenile Court at Narsinghpur.
Investigations have revealed that the accused had taken admission to Asaram’s Gurukul only 20 days ago along with two of his cousins. Within a short period he had asked his father to withdraw him from the residential school as he was home-sick and wanted to return to his mother. As he was obese, the boys in the school started teasing him by nicknaming him “Haathi” (elephant). Psychiatric treatment
Significantly, he had undergone psychiatric treatment at Nagpur in the past. He purportedly told the police during cross-examination that he was missing home food.. When the accused heard about the death of two students and the closure of Asaram Bapu’s Ashram in Ahemdabad, he thought even his school would be closed if something like that happened in his institution.
He told the police that he had seen on television how a person could be asphyxiated and killed. The boys’ hostel in the ashram is a two-story building. The younger children, from nursery to the fifth grade, were staying in the ground floor while the senior students were occupying the first floor. Remained mystery
Every evening the children went out to play between 5 p.m. and 6 p.m. It was close to 6 p.m. on July 29 that the accused hid near the toilet on the ground floor and when a five-year-old child arrived there, he took him inside the toilet on the pretext of offering chocolates and once there tried to overpower him but the boy managed to escape. Soon another boy was caught by him and was gagged to death inside the toilet.
This murder remained a mystery for two days, and since the school did not shut down, another murder was planned by the accused when he heard some teachers saying that the school would be closed if another boy died under the prevailing circumstances. This led to the murder of Vedanta on July 31. Vedanta struggled for life and the accused even bit his left rear shoulder during the fight.
During post-mortem, a suspect’s teeth imprint matched with the wound on the left rear shoulder of the body and this led to his arrest.

File RTI queries on CIC website, but pay via post

The Central Information Commission (CIC) has introduced online acceptance of RTI appeals and complaints, allowing applicants to file their queries on the Internet. This comes at a time when the Bihar state information commission has already introduced acceptance of applications on the phone and the Centre is planning a call centre as well. Speaking about the online facility, chief information commission Wajahat Habibullah said, “This will hopefully increase the awareness of RTI and its use. It’s mainly designed for appeals and complaints.” There is a catch, however. If the person is filing for information to the CIC, the RTI query will be accepted but must be followed by a postal order of Rs 10. Online payments are still a long way off. According to the CIC, the government feared that the system was not strong enough to handle credit card payments. “There is fear of Internet fraud when money transactions are conducted on the net,” admitted Habibullah. As of now, when applicants log on to the CIC website, the online link will provide them with a form to apply online. The form includes ‘mandatory fields’ like name, address, contact details and the ministry, department or public authority that the appeal is against. Verification code, citizenship status (whether you are an Indian or NRI) will have to be filled. Other details include if the person has applied to the public information officer (the first official authorised to address the appeal) and whether the issue at hand is a matter of life or liberty. Applicants can also upload documents relevant to their argument. For the Internet savvy, this is likely to save time and resources. But the most to benefit from this are people living outside Delhi and Indians abroad who do not have to depend on the postal department to file their complaints. Habibullah said he had already received complaints online and queries on how to file them.

Putting to rest speculations on the mysterious death of two boys in Asaram Bapu’s school here, police on Sunday claimed that a Class IX student killed his hostel mates. Inspector General of Police M.R. Krishna told reporters that Ram and Vedant were killed by the accused, who gagged the boys in the toilet. Ram was killed on July 29 and Vedant on July 31. The deaths had sparked off protests across the State.

“The student has been identified and has admitted to killing Ram Krishna Yadav and Vedant Manmodhe in the hostel’s bathroom,” IGP M. R. Krishna told reporters while claiming to have solved the murder mystery in the ashram school.
“Ram was killed on July 29 while Vedant was murdered on July 31 by the accused, who after calling the minors to the toilet to give them chocolates took their lives by gagging them,” he said.
In Vedant’s case, after killing him, the accused put Vedant’s head into a bucket full of water. The accused had also bitten Vedant on his neck and police after conducting the forensic examination found that the mark was of the teeth of the accused following which he was arrested.
The accused, who took admission in the school this year, didn’t want to study and wanted to go back to his native place in Chhindwara district, police said.
The post-mortem reports revealed that he killed both the boys by adopting the same method, Krishna said. Ram and Vedant were found dead in the hostel bathroom in a span of just 48 hours in almost similar conditions. Their mysterious deaths had sparked off a series of protests across the State. An article published in India Today claimed that Asaram Ji Ashram is earning one crore from monthly magazine "Rishi Prasad"...so what is unnatural thing about it....at least we should be proud on it that it is able to sustain itself and make profit by publishing good articles ranging from Bhagvad Geeta,Ramayan,satsang and life stories of Great Saints,etc. At least this Ashram is not publishing redundant and useless material to earn money just like "mast ram" or any "porn material"...why there is no hue and cry for the publication and open selling of "porn Videos" or "porn books"....why we feel tensed if video Cds of satsang are getting good response from the people.Mr Madhukar Gupta of India Today must come out with the answers of these questions.

We feel ashamed whenever we encounter articles or charges against any Saint without any base or proper findings.

Now,since truth has been revealed...We must be united and work together to prevent any further damage to the reputation of the Asaram ji Ashram....They have changed the life of millions of deprived and underprivileged...Society must come forward to repay the debt at least partially at this crucial juncture when Ashram is facing rough weather.
