HOW FOOL PROOF IS INDIA’S DISASTER MANAGEMENT……Reply to Mr P.Shanker

I appreciate the humane concern of all the bloggers who have empathize with the plights of all the innocent people who have not only loss the lives and assets but also have become a victim of the devastating floods occurred in southern states of Andhra Pradesh, Karnataka and Maharashtra..
I don’t want to go far back in history but just in April 2009 when India achieved another laurel by putting up RISAT-2 in space by PSLV-C12. RISAT-2 was presumed to be an all weather satellite capable of taking images of earth during day, night and cloudy conditions. It was termed as an “all weather spy satellite”. The basic purpose of RISAT-2 was to enhance India’s capability in earth observation especially during floods, cyclones, landslides and disaster management.
My question to all the readers of this blog is that have RISAT-2 been able to provide its required purpose of enhancing India’s capability in disaster management. Are we able to offer time help to all the victims who are fighting with their destiny? Are we still relying on “fire-fight approach” on disaster management? What we have learned from December 2004 tsunami which took away Indira Point from us?
It is evident that India is vulnerable to various natural disaster management on account of its geo-climatic conditions. There are various disaster management authorities, national policies and programmes to tackle with this unforeseen evil. How far they have been able to prevent this or provide timely relief.

Shanker, thanks for your visit on the blog…..I wish that you continue to send articles like this one to enrich me as well as the dear readers of this blog…. you rightly mentioned the drawbacks in India’s disaster management which is evident from the current crisis….It is true that We have state of the art technology and adequate number of satellites in the sky but the problem is of the dissemination of the information received and coordination between the plethora of the agencies exist…The lack of the co-ordination between Karnataka and Andhra Pradesh government can be evident from the allegations made by the TRS Chief [Telangana Rashtra Samiti] [published in THE Hindu,Page-14, Oct8,2009]….the co-ordination problem is all pervasive in India’s institutional arrangement be it IB,CBI,CID,RAW and home ministry on intelligence issue which was evident at numerous occasions…to solve it, incumbent home minister has made some institutional arrangement to share the real time intelligence and quick dissemination to all the stake holders…This type of arrangement can be made for disaster management too….keep blogging…..

I really thank you for the appreciation.It boosts my morale for a healthy and genuine discussion on various day to day issues.It was wonderful to see your reply which raised the issue of coordination.It was equally good to see the reply mentioned with the bibliography.I will try to keep a tab on all the issues from Hindu newspaper which can be used in relating with various issues of public administration.

I mentioned about this site to my peer-groups and they were delighted.Can you believe that they read the entire blog in one day and discussed about this the next day!!!
