Hello Mr Sandeep, thanks for your visit on the blog...Regarding your query, the allocation of the services in CSE is a complicated process....I wish you good luck that you get IPS...but I see very remote possibility at your Rank...regarding your calculation, actually you can't have clear idea at this time...It will be clear only when DoPt will come out with category wise list....The process of allotment is like this...for eg. If one guy from reserve category get good rank in general list and suppose he gets IAS or IPS in general list then he will be allotted seat in general category only if he has not taken any benefit of reservation i.e. number of attempts, age factor, etc...If he gets poor service in general list then only he will be shifted to his/her respective category according to Rule-16[2] of Civil services....So, definitely you will get IRS but for IPS you need to keep your finger crossed and hope for the final allocation....wish you a good career ahead...further query is welcome...keep blogging...

...regarding the MRC as general category candidate...UPSC and now SC also says that it is only for comparing the relative merit of higher placed MRC candidate and relatively lower ranked same category type candidate...and thus it does not means any general category candidate stands to lose seat...and if MRC relinquishes his gen rank seat then it goes to a gen candidate only and not the reserved candidate....it is I think mainly to ensure that 50% cap for reservations so that total pool of general and reserved is maintained at 50:50 ratio....

I analyzed the lists for last 4 years and found out that even for allocation same rule is used...e.g if 66 gen are needed as IAS then they pick up top 66 general candidates as given in list of UPSC...and if 25 OBC are needed then it is top 25 OBCs as per UPSC list

and also I found out that this year at least two 2008 CSE IPS(both general) are now again ranked in the range of IPS...and also 1 general candidate is differently abled and above 158th general rank ... so as per my calculations 158th general candidate along with at least 3 more general ranks should get IPS....

however my case at rank 270(171st as general) ,as you opined, is still beyond the borderline for IPS and totally dependent on the luck factor, of people opting IRS as 3rd option
