Hello Mr Sam J, thanks for your visit on the blog...Regarding your query, IAS/IPS/IFoS [forest] are all India services of our country envisaged in the Constitution of India. Though, they are allotted to particular state by the central government and draw the salary and other benefits from the consolidates fund of that state, but there ultimate control lies with the central government...Although, State government can take some minor disciplinary action e.g. suspension but major disciplinary action e.g. removal,dismissal from service can only be taken by the union government only. Besides, union government does not have any particular cadre for itself of IAS/IPS/IFoS, it draws officials from the state governments only on deputation for a certain period. After this, such officials have to return to their parent cadre...I hope, I am able to clear your confusion...further query is welcome..keep blogging...
