Regarding Filling DAF...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Hi, I've cleared CSE 2012 prelims and got 300+ rank in CSE 2011. Can you please clear a doubt about filling DAF, what should I write in the column where it asks if you have accepted any allocated services?
As the services allocation has not been done yet.

Therefore in any case you are going to join it but want to skip FC only as you have cleared CSE-2012[Pre]...therefore, you can fill yes in that column and see other column where there is option to skip FC...good luck...further query is welcome..keep on blogging..

Regarding IAS Vs IPS post 6th Pay commission

Miss/Mr Anonymous:- Sir after sixth pay recommendations, IAS has a definite advantage wrt other services in promotions/career growth.
Does such difference exist between IPS and other group A services as well.

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog...Regarding your query,you rightly said that after 6th pay commission recommendation, IAS has definite advantage as compared to other services including IPS in promotions/career growth. The promotions in IAS is faster relative to any other services hence pay packages also. Regarding growth, definitely IAS has always been ahead from other services including IPS...it is said that IAS never retires from service. They have huge scope even after retirement in UPSC,Election Commission,CAG,TRAI,etc etc but other services do have options to grow..after some time, it is the individual potential which matters....further query is welcome..keep on blogging..

Regarding technical resignation...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Hello Sir,After service allocation from dopt, if we submit unconditional resignation (Not technical resignation) from our earlier service, then in this case, do we need some clearance or document from previous service???
Do I have to track it till resignation is accepted and procedure is finished. I heard that it takes time.
I am still in probation. So one month notice does not apply here.
So Can we simply join FC, after submitting resignation from earlier service???

So you have to give technical resignation since you are joining another government formation and not leaving government job altogether. You must consult to your seniors on this issue or take help of some experts...But I will suggest you to give technical resignation as your leave and other benefits will remain intact...good luck..further query is welcome...keep on blogging..

Regarding FC exemption and EOL...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Hello, I cleared CSE 2012 prelims and have 400+ rank in CSE 2011. I suppose I would get exemption from FC, but when it comes to the regular training, will I be able to avail EOL to prepare for CSE? If not, will I be able to stay with my family, because I have a young kid to take care of. Thanks for any input.

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog and congrats for your grand success in CSE-2011 and CSE-2012[Pre]....You rightly said that you will get exemption from FC as you have cleared CSE-2012 Pre...Regarding EOL..it depends on the service you belongs to...If you get IRS[IT] or IRS[C&CE], you have the option to apply for EOL...in other services you may not get this option..Still you can take leave in between for the preparation...Regarding your family members, you can stay with your family members during training but you need to take accommodation outside the academy..in some academies, family quarters are available where you can stay with your family members...further query is welcome..keep on Blogging..

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog...First of all congratulations on your grand success in CSE 2011...Regarding your query, as per rule you can't miss FC since you have not appeared in CSE 2012...However, in only exceptional circumstances you can miss FC for which you need to take permission from DoPT....I know one lady officer who missed FC on the account that she was pregnant...so if you falls under any such contingent situation then you can take exemption otherwise not....further query is welcome...Keep on blogging..

Regarding technical resignation...Reply to Miss/Mr Anonymous

I wanted to clarify the lien concept a bit more.
Since I am a probationar, Will I be able to avail technical resignation? Specially with the condition that I can come back to the IRS within 2 years, if I don't like IPS ?

Miss/Mr Anonymous:- So sir if I technically resign from IRS, and say want to come back to IRS with in two years then I won't be allowed to do it? Because I am a probatioar . Where can I find the rules regarding this ?
 
Manmuji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog....regarding your query, you can give technical resignation being a probationer...but you can't have the option to return to IRS with in 2 years as you are still a probationer and as per service rules, your candidature will be final on successful completion of probation only...It is mentioned in your joining letter from Ministry of Finance....so technically, you are not permanently inducted in to IRS as you are a probationer only...still you can take advice from seniors on this aspect for more clarity..Besides, you can refer service rules on this aspect ...further query is welcome...keep on blogging... 

Does IPS has any exit value in Private sector...Reply to Miss/Mr Anonymous

Today we see that many IAS officers go to the private sector and come back to service.
Also IRS officers do have good exit value in the private job market.
Is there any exit value of an IPS for private sector ?
 
Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog...Regarding your query, you have rightly said that numerous IAS,IRS officials are quitting jobs and joining private sectors....They have huge exit value.....IPS officers do have exit value...I know one IPS officer from Bihar cadre who quit IPS as an SSP and joined private sector...He has visited more than 100 countries and now he is member of parliament (MP)....therefore, the exit value of a person is not from his position...it depends on how much knowledge/caliber he/she has...private sector requires knowledge,efficiency and expertise..if you have it, you will be required and demanded...it does not matter whether you belongs to IAS,IPS or IRS...you can be from any service....further query is welcome....keep on blogging...

Regarding Cadre...Reply to Mr Vineet

I have made it to the the IAS in CSE - 2011 with Rank 75.
Regarding cadre choice, after first choice as my home state Bihar, I have given my second choice as Himachal Pradesh ... the reason was it being one of the least corrupt states in India.(although Bihar may be the most corrupt, but my parents wanted it and I couldn't refuse).
But after reading about Himachal Pradesh, I came to realize that state service officers are very dominant vis-a-vis IAS officers (for example out of 12 districts of HP, only 3 Collectors are 'Direct IAS officers';rest being promoted IAS officers).
Also poor connectivity and extreme climate seem to be further disadvantages.
Have I made a mistake in cadre choice ?..... should I have been better off by opting for states neighbouring bihar ? ..... What chance do I have of getting Himachal at my rank ?
Please guide me in this regard ..... this issue is constantly worrying me and eating into the delight of becoming an IAS officer. I shall be really grateful to you.

Manmauji:- Hello Mr Vineet, thanks for your visit on the blog....First of all congratulations on your grand success in CSE....Your worry seems to be on wrong footing....Dear friend, you have made it to the elite service of this country where  sky is the limit for doing things,getting name,fame,etc....so you need not worry about your cadre...regarding your chances getting Himachal Pradesh, it depends on various factors e.g your category, other candidates options,vacancy in Himachal Pradesh [Outsider-Insider],etc....so just relax....since it is a small state, the vacancies are also less usually so chances may be rare that you will land in HP...still, even if you get in to HP...you need not bother about dominance of promoted officer as DM....you may not be aware,it may happens that direct  IAS in HP may not be preferring DM position as happened in UT cadre...one of my colleague in UT cadre told that IAS officer posted in Delhi don't opt for DM generally...it is being given to DANICS officers...IAS in delhi prefer other departments...so, the silver line is....just enjoy your golden period before joining FC...just forget that you are going to get HP as your cadre...in any case all cadres are good enough and provides ample scope to grow and work of course magnitude may differ..for e.g. For IPS in HP cadre, the work is very less as crime is not there...but for IAS you have huge scope to work as DM,secretary to different departments...since there is less corruption, you can have good environment to work...you can promote HP as a tourist hot spot...you can make it power surplus state and later on even supply the surplus power to neighbouring states...you can join Delhi on deputation or even you can go to Bihar for few years to serve your home state...Actually, the problem is our mind set...once you join LBSNAA, you will feel that those officers who get north east or southern states e.g. Kerala will be discriminated by their own batch mates as if these officers are not an IAS officer...some of them will even make joke out of it...this is ridiculous...I know several IAS officers from north east cadre who have earned name and fame more than north indian cadre IAS officers...actually, many of us are having feudal mindset...We still think that we are living in 1950's or 60's where IAS,IPS or other government officials were considered as 'Mai-Baap" and when they are on road, people used to run away or close their shops,etc..Now time has changed..so we must also change...now accountability and transparency is the slogan....I know that still in states like UP,Bihar,MP or by and large north Indian under developed states, IAS or IPS enjoy feudal power more than their counterpart in southern states or small states e.g. HP,Sikkim,J&K but it should not worry you...you must focus on your job...now knowledge is power...if you have tactis,knowledge,skills,man management skills,etc, you can enjoy and command respect at any place..Remember, you can't revolutionise the things...change is a very slow process...you need to bring smaller changes continuously...so in my view, you haven't made any mistake by opting HP as your second choice....just enjoy and see brighter side of the life...there are lot more things to do....All the best....further query is welcome...keep on blogging...

Document Attestation matter...Reply to Miss/Mr Anonymous

Miss/Mr Anonymous:- Dear Sir,Plz clarify one doubt.
You must be aware that,
a. During filling up mains form, one attested photo (attested by Gazetted Officer) to be pasted in the space provided.
b. Also during interview time, one attestation form to be signed by one Gazetted Officer .
In my case problem is that , Now I am staying in Delhi, far away from my home town. Here I know about Gazetted Officers where they will be available, but they don’t me. So, I am not sure that they will attest my documents or not.
In my home state, I have faced similar problem. When I approached to one medical Officer, he said they are not doing attestation. Similarly, when I approached to one Sub Collector (State Civil Service), he said they are not doing attestation. At that time his (Sub Collector) Personal Assistant said that, Since Sir don’t know you, he will not attest.
Can you provide any solutions to this problem?

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog....Regarding your problem...it is very strange that gazetted officers are behaving like this...I don't think that attestation is such a big issue...you can do one thing that bring all the original and supporting documents along with your ID Proof such as passport,driving license,voter ID card,etc with you and visit any senior Group A officer's office in Delhi..I think they will attest...Even then if you have any problem in attestation then visit any near by IAS coaching institute and ask their help...they will definitely guide you to some suitable person for this work..At last, if no body comes for your rescue then approach some lawyer/notary, he/she will attest your documents.....further query is welcome...keep on blogging..

My home state as declared in mains form is MP. But in my state preferences I chose UP as first preference and MP as second preference.
What is going to be my home state as per cadre allocation policy ?

Manmauji:-  Hello Miss/Mr Anonymous, thanks for visiting the blog....Regarding your query, as per cadre allocation policy of Government of India, your home state shall be MP....since you have opted for UP as your first choice, you will be considered for  UP first while allocating cadre as an outsider candidate if your rank permits so....the preference of cadre can be different from person to person...If your rank permits for MP cadre then you will be allotted MP as an insider candidate as your home state is MP...further query is welcome....keep on blogging..... 

Should I resign from IRS to join IPS....Reply to Miss/Mr Anonymous

Please solve my dilemma.
I am in IRS. 5 months into training. This year my rank is 218 and I will get IPS.I will join IPS only if I get hindi belt. Preferably UP(outsider - my 1st preference), MP(home state).
1. What is the concept of lien(technical resignation)?
2. Is EOL allowed in IPS ? i have one more attempt left.
3. If I join IPS and get south/east cadre plus i resign from IRS and not able to give a shot at IAS again. Then it is all lose lose situation.
4. Is there a way by which I can find out my cadre before joining the FC. How to do a rough estimate?

Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog and congratulations on your grand success in CSE.....your dilemma is genuine which most of the candidates have facing similar situation...But there is problem in your case....since you have not mentioned your category so considering that you belongs to General category, it is very difficult [near to impossible] that you will get your home state or UP at this rank following previous years cadre allocation. But, there are definite chances that you may get Hindi belt state. Since, you have one more attempt left, you can skip FC but you need to appear in CSE-2012 [must have already appeared]....If not then, you have to produce medical certificate or some valid reasons to skip FC and continue in IRS...but for this also you need to convince your NADT or NACEN[if you are in IRS[C&CE] authority and have to bunk/leave campus on some grounds.
 Besides, you have to give technical resignation before joining/accepting new service...The concept of technical resignation is very simple...since you are switching service only, therefore your record file will move from ministry of finance to ministry of home stating the fact that you are already a Group A officer...But since you are still a probationer, you can't have all the options. 
    EOL concept is not available in NPA [National Police Academy,Hyderabad]...but I know few candidate who didn't attend training on medical grounds and appeared again in CSE...but as I told you must have some very strong and valid reasons for this..otherwise you may loose your candidature.
   Therefore, the only option left is dig out Ministry of Home affairs and find some link specially who deals in cadre allocation wing...may be a section officer in Home ministry or meet some senior IPS officer and try to find out your probable cadre.
   At last I want to say few thing....for IPS, you must have genuine desire to be in IPS then only you can survive or enjoy the service...Some time training change the feeling and you start liking it but in a long run you must have craze for IPS as it is very demanding and challenging...Don't be carried away by outside visible symbols of power,force,guns,etc...because once you are in you have to deliver else ready to join side postings [so called]...The decision should be yours only...all services are good...Though cadre is a very important factor in IPS but it is not the only thing...if you enjoy IPS you can enjoy in any state and make a name...There are ample scope of Deputation in Delhi and abroad for IPS...so choice is yours....further query is welcome...keep on blogging...

Must watch SatyamevJayate...Good Initiative by Mr Amir Khan

Hello Everybody....as you all must be aware about the new television serial "Satyamev Jayate" telecasted at 11AM on every Sunday.Today it was its 4th episode and topic was Medicine...It highlighted the already known fact about prevailing corruption in the field of medicine. The culture of commission is rising [20-50 %] which leads to the increase in the over all cost of medical care in India. This adversely affect the poor people of this country. It is more ironic that when India is being projected as hot spot for medical care and being promoted as 'Health Tourism" her own people are dying due to lack of medical care infrastructure and high cost of medicines....Dr Samit Sharma,IAS,Rajasthan cadre took a unique initiative to decrease the cost of medicine in Rajasthan by promoting opening of 'generic medical shops' where the same medicine can be obtained at much cheaper prices than the branded medicines prescribed by doctors..This experiment must be repeated in other parts of the country as well. Dr Devi of Narayan hryadayalaya is also taking low cost medical care to the interior parts of this country. He is pioneer in promoting farmers and poor people to enroll in low cost medical insurance scheme where farmers have to pay only 10 rupees in a month and can get free medical care in numerous hospitals covered under the scheme. Government also contribute in such insurance schemes. My suggestion is Government must universalise such low cost medical insurance schemes across the country. In this process it can take help of Mobile companies. Monthly premium can be deducted from the recharge amount of that particular mobile user. This way coverage of the scheme will be very high and user will not have any additional burden of formalities also.
       I came across one pathetic corrupt practices being followed by some ophthalmologist doctors where they are operating cataract extraction on normal lens for want of money only. Some cases are coming in to lime light where doctors are prescribing unnecessary medicine for the want of commission. Actually it is a long chain where Pharma company pays money to the doctors to prescribe its medicine. Doctors in turn ask the patient to go for numerous test to a particular pathology lab from which doctor gets 30-50 % commission. Some time one doctor refers the patient to another doctor for second opinion and in turn charge commission from that doctor. In this whole process Patient suffers a lot and leads to pay very high cost for his/her medical care. Therefore, in this process of loot, only doctors and pharma company gains.
     To check all these mal-practices in medicine,Medical council of India is responsible to take corrective measures along with government. MCI must suspend or cancel  license given to such Doctors who misuse their profession. At the same time,government must open government medical colleges and stop giving permission to private players to open medical colleges. As,in private medical colleges, the capitation fees is very high e.g. for Radiology-around 1.2 Crore,Gynaecology -around 80 Lakhs,Skin-around 60 Lakhs,Ophthalmology- around 65 Lakhs...the doctors who will be passed out from such medical colleges will definitely try to recover such a huge sum from patients only by doing malpractices....Therefore, if government wants to promote private players then admission in the medical colleges has to be from All India Medical Entrance Examination and government can grant money to such medical colleges to recover the cost. MCI should play a big role in preventing mushrooming of medical colleges and fraud doctors. Then only we can ensure quality,free and safe medical care to everyone.

Miss/Mr Anonymous:- Sir, I am hoping to get allotted to IRS (C&CE) based on CSE 2011 rank. Could you please give me a brief outline of what happens after the training at Faridabad? Will we be posted to our home state, or is that not an option? What will our designation be at the time of joining? Will we be given any facilities like housing or transport? Generally board allots posting with in preferences given. Therefore you can opt your home state and even your home town if offices are available in your home town...Regarding vehicle and house...generally you will be given vehicle and housing is depend on availability. In some places, you may not get housing facility as infrastructure is very short in this department....further query is welcome....keep on blogging...

Firstly thanks a lot for your valuable help towards all civil service aspirants . Sir , I have cleared CSE 2011 and will probably get IRS (IT) . My query is that I am in a dilemma whether to try once more for IAS or stop here . I know that IAS has better and wider public interface but in order to achieve my goals in public service I think I can do them with few innovations while being in IRS only . Why I am asking this is that I personally want some balance between my personal and professional life and at the same time work in the prestigious service that helps me to perform my duties as a citizen better. Kindly help me resolve this dilemma .Thanks a lot!!

In fact it entirely depends on the individual choice...Regarding time management, it is true that you can give more and quality time to your family if you are in IRS as compared to IAS. But it is a subjective and debatable topic because you need to prioritise your things in both services IAS or IRS. Can IAS selected candidate appear again in CSE.... Reply to Miss/Mr Anonymous

1. Can we give attempt after selection in IFS/IAS? I heard few people again wrote exam to get good cadre. How is it possible?can we take leave and appear again?
How an IFS can get Indian posting? Is it compulsory to serve abroad? can we sit in the ministry as i have seen various posts for IFS here also.

If he/She wants to appear again then he/she should not join FC/ training/service provided he/she has attempts left.Regarding your second query, IFS do have numerous Indian Postings e.g Ministry of External affairs, Pass port offices and various other government formations. Manmauji:- Hello Miss/Mr Anonymous, thanks for your visit on the blog and congrats on your grand success in CSE-2011...Regarding your query, the service will depend on your choice order filled in mains form ...however as per conventional order, you will get IRS[IT] at this rank....since you are taking exemption from FC, you have to resign before  the joining date of your main departmental training...Since you are already in Group A service, in fact you need not resign..you need to give only technical resignation from the service as you are joining different department of government of India..this way you can retain your pay benefits and other benefits....further query is welcome...keep on blogging..

How to Read News Paper and Role of Coaching in GS...Reply to Mr Gopal

I started preparing for civil services and I want to appear in 2013. I started reading The Hindu newspaper daily, but I face one problem. I read news items and I forget quickly. Like yesterday, I read an article on Health Care in India and now I couldn't recollect nothing. I can remember what the article was about and can recollect the important points, but the vocabulary and the English terms I don't remember. So, if this is the case, it will be very difficult for me to do well in Essay writing or comprehensive answering in Mains. I just started reading news like 1 month ago. What should I do, so that I can remember what I read already with the vocabulary and everything and not just the basic idea of the article.

In the above query I asked about tips of news paper reading and effective way of remembering. Could also tell, how GS coaching is useful. Specifically what do the coaching institutes teach us when it comes to General Studies. The GS syllabus is such that, that it can be learnt and not necessarily taught by anyone. So, then how GS coaching helps us??

Manmauji:- Hello Mr Gopal...thanks for your visit on the blog...Sorry for the late response due to my hectic schedule....You have raised a very basic and genuine problem which I feel everyone must have faced during initial days of one's preparation....You need not worry much about the content of an article...Since you have just started reading news paper, it will happen for some more time that you will forget everything, but slowly when you continue reading news items, the ideas,statements,vocabulary etc will slowly settle down in your mind...You need not remember everything about that article, only few important and unique points you need to remember...actually, you have to develop your own writing skills by writing articles by yourself...It will never happen nor even desirable that you can mug full article and can reproduce as it is in Essay...you have to synthesize there itself because the topic will be entirely new...for this you need ideas,vocabulary and statements, which you will get from daily news papers...You need to develop interest in reading news paper...you should not force yourself to read...it should come naturally...Even then if you face problems then you can write down important points on certain topic,make notes, copy some good vocabulary from that article and even you can copy some good statement and can mug them...afterwards you will be used to these words and statements....so no need to worry...just continue reading news paper,make short notes and revise them from time to time...I hope that I am able to clear your doubt...be relax and do your best.....
        Regarding the role of coaching in GS preparation..you rightly said that it can't be taught but coaching can give you overall dimension under which you have to navigate yourself if you are entirely new to the world of GS...but it is not mandatory that you have to attend coaching for GS...in my case I didn't attend any coaching for GS still I got 360 in GS....only thing is you need to have craze for information...you can even take notes of any good coaching institute and prepare from them...News paper reading and previous year question papers can give you good insight about the requirement of CSE exam in GS....further query is welcome....keep on blogging...
