Reply to Mr Rahul Pandey : You can finish traditional part of GS for mains e.g. History,Polity,Geography,Sc & Tech,Social Issues,Economy and Statistics this year itself till December or January 2010…you can read basic NCERT books on these subjects…then you can take help of any coaching class notes e.g. Vaji Ram & Ravi, Interactions or Sri Ram’s….trace the news paper properly for the current affairs…read atleast one magazine e.g. Chronicle or Wizard or Prtiyogita Darpan,etc…you should read Yojana also….rest of the things you can prepare in the year of mains….regarding Prelims…..the mains preparation will definitely help you in it….for PT you need to go through India Year book, Manorama year book….if you are good in maths,you can master over quantitative also…along with GS,your optional paper is very important…so thoroughly prepare your optional from January onwards from PT angle…you should refer previous years question paper of GS and Optionals regularly..this will give you incite regarding the level of difficulty and the way UPSC frame the questions…. further query is welcome….keep blogging…

Hello Mr/Miss multiple Anonymous, thanks for your visit on the blog…..regarding your query, the training for the 61st batch of IRS[c&CE]will be conducted at NACEN,Faridabad only though academy was pondering over the trifurcation of the batch at Mumbai,Faridabad & Chennai due to huge numbesr and limited accommodation…but as far as I have the information at this time,this plan has been dropped because it will adversely affect the spirit-De-corps in 61st batch which is very much prevalent in IRS[C&CE]……as I have mentioned in earlier posts too,NACEN is planning to hire some near by hotel or the hostel of NIFM[National institute of financial management,Faridabad] for the accommodation….so don’t worry about it….regarding another query related with promotional aspects,generally Assistant commissioner is promoted after 2 years to deputy commissioner which includes the period of probation also….further promotions are also time bound but it all depends on the availability of the posts at higher levels…due to the upcoming big size batches,CBEC is mulling over the restructuring of the organization for the better cadre management and promotional aspects….So you need not worry about these sundry aspects….I welcome you and congrats you for opting IRS[C&CE]……further query is welcome….keep blogging……

A tribute to Mr YSR Reddy, the late CM of Andhra Pradesh

The sad demise of Mr YSR Reddy is indeed a great loss to not only the Andhra Pradesh but to the Indian political landscape…..This very day he inaugurated the 83rd Foundation Course being conducted at MCR HRD of Andhra Pradesh as he was the ex-officio chairman of this Academy….I have the vivid memory of those golden moments when he came to inaugurate 82nd FC being conducted last year in the same venue….He was a prolific orator and efficient administrator…..He started very successful ‘Indirima housing scheme’, 108 emergency ambulance service, etc….I had the first hand experience of his policy and programmes when I went on village visit in 75,Tyallaru village, Distt- Guntur…..His success can be gauged from his huge success in the last year Lok Sabha election as well his grand success in assembly election…..The cause of his death i.e the malfunctioning of the air craft is not new in India…previously myriads of times, several important people were miraculously escaped from the dance of the death….All effort must be done to certify and insure the maintenance of these air crafts..so that in future this type of avoidable incidence can be averted….Neutralviews is standing with the family of MR YSR Reddy and the people of Andhra Pradesh at this crucial juncture….We pray to God to give the courage to his family and peace to his soul…….

Updates from NACEN, Faridabad

Hello all...We are undergoing training at BPST[Bureau of Parliamentary studies] in Parliament...today was the first day....the programme was inaugurated by Honourable speaker of Lok Sabha Smt Meira Kumari along with Mr Mani Shankar Ayyar....afterwards we had tea with these dignitaries...before the inaugural session, we saw magnificent Lok Sabha,Rajya Sabha and the great historical central hall and the Library....We were impressed by the security arrangement placed there but dissatisfied by the lack of maintenance......Any way ,we are enjoying a good time inside the parliament along with our 13 friends from Indian Railways store services.....This programme will continue till Friday of this week with loads of lectures on very significant topics e.g. Finance commission,centre-state relations,etc...Since,Camera and mobile phones are banned inside the parliament premises, we are unable to show you the photographs of our training....I will update you about the important happenings there....

[2] Dopt will not take in to consideration the attendance if you don’t appear in CSE-09 mains even if you are taking exemption from FC..but why will you take exemption then???FC is the most memorable event of your life…kindly attend FC if you are planning to not to appear in CSE09-mains…You will make lots of friends across the services as well as earn good amount of salary…the main attractions of FC are trekking,village visit, AK Sinha one act play and lots of fun….still it is your choice…further query is welcome…keep blogging…

[3]First of all congratulations for being in IRS[IT]….regarding the scope of IAS Vs IRS[IT] after 20 years down the line….It entirely depends on you because the clientele base of these two services are entirely different…so indeed,you can’t compare both the services in terms of scope…if you want to have more interaction with common people and positively intervene in their life, you must go for IAS as IRS[IT] deals with only rich and upper middle class….Besides, the diversity of job profile will always be greater in IAS….IRS[IT] ,as I feel is going to be a technology based job 20 years down the line as We are going to have national identity card, more computerization,more use of plastic money and simplification of the IT Acts thus gradual reduction of discretion powers e.g. coming of direct tax code…..Regarding IAS, though it is facing the heat from the demand for specialization, pressure and pulls from globalization and greater emphasis on decentralization and the growth of PRI [Panchayati Raj]…It will still makes its presence stronger then any other services because it’s ignorance is it’s virtue…in future the emphasis in IAS will be on the development of managerial skills and specialization in some areas as suggested by 2nd ARC…thus as compare to IRS [IT], IAS definitely has upper edge…since you have your child hood dream so try for it …then only your soul will be satisfied…Our parents usually says ‘Work is Worship” but if you don’t like your work [in your case if you continue in IRS[IT]] how can it be worship….so strive hard for IAS……regarding the planning to appear from field in 2010, you can definitely appear from the field irrespective of the place of your posting….you can always avail leave on medical grounds as well various other leaves….still, if you want to join relatively cool place [in terms of work load]…you can think about it as definitely in metropolitan cities you will have huge work load….you can consider the example of IAS topper Mr Addapa Karthik who topped being an IPS probationer at NPA where schedule is very very hectic….I know one person who was SP in orissa from last three years and cleared in CSE-2006 and became IAS in Kerala cadre…I don’t think that you will ever have tough work load more than the SP of any district…..so don’t worry about the field postings…you are in Group ‘A’ service , no body can touch you ….cherish your childhood dream…good luck….further query is welcome….keep blogging….

Exemption from attending 83rd FC

Hello all, Dopt has decided finally to give relief to the successful candidates of CSE-2008 in the form of exemption from attending 83rd Foundation course being conducted at LBSNAA,MCRHRD and Bhopal…..The manner in which Dopt has behaved this year shows clear cut lack of coordination and for sight and sensitivity towards the civil service aspirants…Now candidates has to move UPSC to change the centre of examination for CSE-2009 because most of the CSE-08 candidates have filled the exam centre for CSE-09 in the city of their FC[of course,if they have applied for it]….Dopt has said that they are going to update the details on its website at 4 pm onwards today [28th August]….Due to the misinformation,the candidates has almost lost one month in the preparation for FC….Now they have to work hard to bridge the gap in the preparation…Any way at last candidates got some respite and now they can fully devote their time for CSE-09…I wish them a good luck…keep blogging….

Hello Mr/Miss Anonymous,thanks for your visit on the blog...regarding your viewpoint on one of the coaching Institute for sociology located in Delhi....you may be right but I have mentioned only those institutes which are little bit popular in Delhi....Regarding the Topper's view...Now one can write anything about somebody after getting in to service....I know that this topper has written pejoratively about one institute from where this topper got maximum advantage or guidance...so it is quite individual opinions..it is the candidate who has to see carefully regarding the veracity of any coaching institute....I know several guys who got fair marks in sociology from that Institute...so I think one should see only brighter sides of any academy because for CSE,I don't think there is any coaching which provides full package for success baring only few [approximately several of them are run by unsuccessful aspirants in CSE]......further query is welcome...keep blogging....

The current drought affecting several parts of India is merely a symptom of a growing problem that this country must address with forward vision. Lack of access to good quality and adequate quantity of water for the citizens of India renders meaningless progress in all other fields. There are varying estimates of total useable water resources in the country, but the consensus clearly points to a quantity below 1,000 billion cubic metres, which translates into water availability per capita far below the scarcity benchmark of 1,000 cubic metres. Demand in the future will grow rapidly with increase in irrigation, rapid industrialisation and greater household consumption, particularly with rapid urbanisation.
While the current drought represents a large-scale crisis, several local emergencies have been occurring in India for some years now. Often, costly measures and temporary solutions are implemented such as transporting water by train to parched areas, water tankers plying in both rural and urban areas, often with massive leakages en route. It is unfortunate that we only wake up when the National Aeronautics and Space Administration informs us about declining water tables, while numerous studies in India highlighting this problem have largely been ignored.
Problems of water supply would be exacerbated further with climate change. The Intergovernmental Panel on Climate Change (IPCC) in its Fourth Assessment Report (AR4) projected widespread loss of mass from glaciers and reduction in snow cover throughout the 21st century, reducing water availability, hydropower potential, and changing seasonality of flows in regions supplied by meltwater, including the Hindu-Kush and Himalayan range. Available research also projects a significant increase in heavy rainfall events in many regions, including some in which the mean rainfall would decrease. As a result, increased risk of floods would pose challenges to society affecting physical infrastructure and water availability.
India’s record of managing water resources does not cover us with glory. In 1995, Teri undertook a detailed exercise to evaluate how India had managed its natural resources in the first 50 years of independence. This massive exercise, which apart from evaluating the damage and degradation in key natural resources like water, forests, soil, air and biodiversity concluded that India was losing over 10 per cent of its GDP annually from environmental costs. When these results were presented in a major public function to the then Prime Minister, I.K Gujral, he commented that these “should jolt us into action”.
However, over the years not enough has been done to deal with this growing malaise. Sadly, India’s major river systems are all dead, incapable of supporting any life, and actually lethal sources of disease. Despite several thousands of crores of expenditure our rivers remain sewers with depleted water flow.
Solutions lie in managing the uses of water rather than focusing only on enhancement of supply. In this regard, pricing of water for a range of uses including agriculture is of critical importance. Highly subsidised electricity tariffs not only promote inefficient pumpsets but also overexploitation of groundwater resources. TERI assessed groundwater resources several years ago and found that in districts like Mehsana in Gujarat and several in Karnataka the water table had dropped to a level that all drinking water wells had turned dry compelling villagers to look elsewhere for drinking water.
In towns and cities there is substantial wastage in transportation of water, and in the domestic, industrial and commercial sectors. Industrial recycling of water could be achieved through appropriate regulations as well as price incentives and disincentives. Research on new crops and practices should also be undertaken to make agriculture drought proof. There is also need for reviving indigenous water management practices and institutions. These institutions functioned effectively for several centuries prior to colonial times. Sadly, the country’s independence did not bring a turning point in this regard.
We have now reached a crisis, which can only be solved through focused attention at the macro level for the country as a whole, and going directly to the grassroots for workable solutions. It is essential for the government to adopt long-term measures, including water storage and transport structures and effect institutional changes by which such crises, which will become more serious in the future, do not lead to large-scale human suffering and social disruption.

To Mr Rajesh : Dopt has added Indian corporate Law service in CSE the very first time…so nobody including me has any idea about it…..This service must be recently created owing to the global conditions and increasing role of MNCs etc…..It must be under the Ministry of company affairs….you can search it on Internet or ask any senior bureaucrat in the government…In any case, since it is a Group ‘A’ service selected through UPSC must have good scope and career opportunities….being a MBA graduate you can always opt for it…..good luck…further query is welcome….keep blogging….
To Miss Anonymous: First of all congratulations on your grand success in CSE-08 and entering in to prestigious IRS[C&CE]…..regarding life at NACEN,the campus is beautiful….having all the basic facilities e.g. Gym,swimming pool,basket ball court,badminton court,Internet lab,pool,etc. Regarding hostels, There are three types of accommodation available here….Single occupancy in ‘Bhagirathi’ and’ Alaknanda’ which are air cooled and double occupancy in ‘Mandakini’ which are air conditioned….There is separation for male or female officers….both shares the same hostel/floor….in case of large numbers of females you can have a separate wing in a hostel if you wish so……some family quarters and type-4 rooms are also available for married and unmarried officers…..Inside the room, every room has attached bathroom and intercom phone with other basic requirement….in ‘Mandakini hostel’ you have colour Tv,small Fridge,intercom phone and kitchen also…We have good attendant facility, they are available 24*7 but quite less in numbers…they will take care of everything you need e.g. cleaning,watering and other requirement you may have….NACEN has very good AC mess with approx 200 sitting capacity….the quality of the food [specially for north Indian] is also good….of course you will have mess committee which can decide the menu …….In your batch,since number of IRS officers are huge thus NACEN is planning to hire some hotel or some of you may get accommodation in near by NIFM[National institute of financial management] where rooms and campus is also very beautiful….so I don’t think that you will have any problem….hostels are generally non AC across the country [in NPA also]….fortunately in NACEN,we have some AC rooms…. Regarding the second attempt, you are very right that being a married women you will have some practical problem in IFS and IPS…you can think about IAS but cadre will always a problem and even if you get the cadre of your choice the mobility in the service is so huge that it may create some problem for you and your spouse…..so it depends on you…IRS[C&CE] gives you sufficient power and perks to lead a good and satisfactory life…but if you really want interaction with common people then appear for IAS….since you have already cleared CSE-09 pre…you can appear for mains also and test your luck as you will not be getting too much time for mains as FC is mandatory and very hectic also……Regarding the salary, during FC,you will get Rs 21000/- only and rest of the amount you will get in lum-sum when you join NACEN in 2010…..and in NACEN, you will get Rs 27000/- approx. in hand after deductions…so the money aspect is also very good…so just chill in and enjoy the FC…you will have great fun in NACEN as training schedule is very cool with lots of attachment…you can have realy ‘Bharat Darshan’ in IRS[C&CE] only…for more information you can visit the NACEN website on www.nacen.gov.in ……further query is welcome….keep blogging…..

Hello Mr/Miss Anonymous, thanks for your visit on the blog and kind words about it...Regarding your query, there are some candidates in the past which were not allotted any post due to disability but the real cause may be the vague medical standards or the requirement but later on all of them must be accommodated....so you should not worry about it....about the next query, I am not sure about the exact method of determination of the level of disability...for this you can refer the UPSC website or can contact to any doctor who is conducting medical examinations....the only thing which I can advice you is...you fill your status as handicap and write the exam....at the time of medical examination, if you fall in the disability category then you will get the benefit of reservation otherwise you will be considered as normal candidate...and of course at the time of medical ,your physical status will be taken care of...don't worry about these sundry things...just focus on study and do hard work to crack the exam...these things are small in nature...so go ahead and remove all of your worries from your mind..good luck.....further query is welcome...keep blogging...

The hectic Schedule of Foundation Course [FC]...reply to Mr Dattu

Hello Mr Dattu, thanks for your visit on the blog....regarding your query the schedule of FC is very hectic. You will be asked to get up at 5:30 AM and PT will start at 5:45AM till 7:15AM....after that from 9:00 AM to 1:30 PM, you will have lectures [most of them will be highly boring]....then from 2:15 PM to 6:20 PM you will have again lectures....after that on some days you will have some cultural events e.g. music, classical, etc...so, some time you will be free at 9PM....in between you may have lot of high tea [snacks and chat session with Director General]....In all these activities the participation is mandatory....some times, in between the lectures and cultural events, roll call can happen...Besides, you will have one Essay competition, almost 10 days village visit programme, approx 15 days trekking schedule, HOPE project, One Act play programme ,Feast and numerous other activities such as protocol duties...In between you will have two exams one in between and one during last days of FC....thus it is clearly evident that FC is very hectic...But FC is really a great fun....theoretically you will not get any time to prepare for mains but you can take risk to skip some classes [for that memo will be issued ,of course] and prepare for mains...You need not take tension of FC exams as the question papers are very easy in nature and almost all of them are suggestions based which I feel all of you can pass without any study at all...The only one paper which requires some attention is ‘Law Paper’ ......thus You have to put extra mile effort because the general mood in FC is full fun....so to maintain tempo, a lot of extra effort is required...you can form your core team of your friends to prepare for mains...you can study throughout the night and can very well sleep in class [which you will do in any case due to very boring lectures]. You can opt for the same city of FC as your mains exam centre.....
Regarding skipping FC, it may be really risky business this year because Dopt is really taking a lot of pain to organise FC for so many candidates at a time....so just be cautious on this point...those who did it in previous years may have some good links inside or some very valid reasons to do so.....but this year the situation is entirely different...you can talk to some other guys and known persons inside Dopt [if you have any one] and then decide...personally, I will not advise you to skip FC.......further query is welcome....keep blogging....
