Mr D.P. Agarwal,Chairman,UPSC Visited NACEN,Faridabad

Mr D.P. Agarwal,Chairman,UPSC visited NACEN this week....His topic of discussion was 'Values and Ethics for today's Administrator'....His speech was laden with rich content with numerous examples. Usually,Civil service aspirants have very pejorative view about him,but after listening to him,I hope that perception will definitely fade away....He is a very skilled person with multidimensional knowledge...this may be the reason about his strict interview schedule in UPSC....He elaborately detailed about the equality of all the services as well as the challenges and opportunities lying ahead in front of all of us....He started his lecture with the statement that You [ the probationers at NACEN] are already in prized community because you are able to make your position among 3.5 lakh candidates applied for CSE-2007.....He gave statistics about CSE-2009 where 4.36 lakh candidates have applied for the exam for nearly 800 seats.....We enjoyed his lecture.....later on he made a tour of the campus and was impressed about the facilities available at NACEN......Though We were ready to bulldoze him with the plethora of questions regarding the functioning of UPSC and the existing anomalies in the selection process,answer evaluation,etc in UPSC but unfortunately He did not give a chance to anybody to raise any question on this topic in the anticipation [probably] of the general mood of civil service aspirants and underlying darker side of UPSC. He finished his lecture with a note that currently He is replying numerous RTI application filled by aspirants but after 16 months of training we [the probationers] have to reply RTI applications filed in their offices which is not going to be an easier task.

The Violence against Indian students in Australia

The recent violence against Indian students in Australia has once again raised the specter of racial discrimination. The deep rooted practice of racism is making its presence felt yet again and it has deeply disturbed Indians, both here and abroad. Impact of colour discrimination has created deep and dark strokes, causing never ending pain, even as stark questions hang in the air. Why should the feeling of being part of another colour or a different genetically inherited physical appearance be a burden on any one's shoulder? It seems that 'Xenophobia', which is a reflective feeling of hostility to any stranger in a group is on the rise across the globe.
Racism was a construct based on the theory of some people being superior to others on the basis of their colour. There has been a lot of violence against us, Indians for some time, probably due to the colour of our skin.
Indian community has been targeted for no reason and suffers racial discrimination without any reason. On the contrary, Indians follow the mantra of 'Atithi Devo Bhava' as a creed for respect, protection and affection to every foreign guest, who steps on our shores. History is full of instances where Indians have treated the Atithi next to God. Even at the expense of the host a visitor is always given priority, respect and comfort of space.
These gestures of gratitude have been overlooked and India has been exploited since ages. In the 16th century, a few White guests, who came to India in the garb of traders under the Union Jack exploited this hospitality. Instead of remaining as guests, they became the masters of this land, leaving behind deep scars both racial and economic.Hundreds of years later, Gandhi, the apostle of peace and non-violence came forward to shake the conscience of this nation, but not before he was thrown out of a first class train compartment because he was not a White. That racial incident shook Mohan Das Karamchand Gandhi to such an extent that he went on to become the liberator of a billion souls. Halfway across the globe and half a century later, Indians across the globe are facing a similar situation. The need of the hour is another man to rise to the occasion and take the fight to the perpetrators of racial crimes. Let's take a stand against racism faced by Indians abroad.

Hello Mr Tarachand Royal, thanks for your visit and being a regular reader of this blog....regarding the cadre allotment in CSE, from year 2008,the prevailing cadre policy has been changed...Now,you will be asked your own preference of the states [you have to rank all the states] at the time of interview.....The cadre will be allotted according to your choice given and your final rank [as well as your respective rank in your category]....The insider and outsider simply means those who belongs to the State [resident of that state]are insider and those whose residence is in other states are outsider for that particular state...for e.g. For Rajasthan you will be insider candidate and somebody from M.P. will be outsider for your state.....The scheme of outsider and insider will prevail....thus from year 2008 onwards....the allotment of home state cadre will depend on :
[1] Your preference of the states
[2] Your Rank [in your respective category]
[3]The availability of seats [according to insider]
Thus sometime it may happen that you may have very high rank in your respective category but the seats in insider quota is not vacant then you will be allotted a different state cadre accorinding to your preference.....Regarding your qualifying in general list..generally Dopt will allot you the service which is best for you according to your preference..it means if you qualify in general list with poor ranking then you will be shifted to your respective category list to allot you a good service..say in general list you may get IRTS but by shifting to your category you will get IAS irrespective of the fact that you qualify in general list and didn't take benefit of reservation...but if your age is more than 30 yrs or attempt more then 4 then definitely you will be considered as your category candidate not OBC or any other category......Actually this whole process is a bit confusing..I hope I made things a little bit clear.....further query is welcome..keep blogging.....

Hello Mr/Miss Anonymous, thank you for your visit on the blog and very nice words about us...We love you too for you are our precious readers....regarding your query the exact cut off for the general category is not known..it is probably 1170...it will be known exactly when Dopt will come out the category wise list in the month of July or First week of August....regarding the fate of 90 reserve candidates,since these reserve lists are pending since CSE-2005 and the pending case is in the Honourable Supreme Court....The fate of the above candidates will be decided only after the SC's judgement....With the available information,the contentious issue has been given to the constitutional bench of the Honourable SC,so the clearance of the list will take some more time.....further query is welcome...keep blogging...

Regarding your query....It is really appreciable to know your zeal and passion about civil services....You can get the solutions of Gs and optionals from numerous sources...There is one book from Chronical magazine publication "strategy to prepare for civil services" [not sure about the exact title..but it looks like it]..this book is very good which gives you wholistic dimension of this exam and writing skill too...you can get the previous years solution from Chronical publication,books from Jawahar Publication located at Ber Sarai in New Delhi and solutions from Vishal Publication,Patel Nagar,New Delhi......Though these publications publish the solutions but there can't be a model answer for any question in Civil Services..you need to innovate yourself...still you can get some glimpse of answer writing skills from these publications...it is always better to invent your own style of answer writing....this will pay you more...good luck....further query is welcome..keep blogging...

Hello Mr Abhishek Yadav,thank you for your visit on the blog...regarding your query,I will reply it sequentially:
[1] you are welcome to join central services for which you need to qualify the examination conducted by UPSC located at New Delhi.
[2] Group A posts includes all the top positions in government of India e.g. IAS,IFS,IPS,IRS,IRTS[railways], IDAS[defence accounts], Indian audit &account services,IES,etc...the pay scale for group A services is equal for all . Thus in monetary terms there is no big difference between IAS,IPS & Central services Group A posts. But there is a difference in job responsibilities and the power. Though as a Group A officer you will handle all the top positions in your respective departments but mobility will be restricted to your parent department e.g. Finance or defence or accounts,etc but in IAS you have great mobility across the departments. But in IAS & IPS you need to serve a particular state [state cadre] for a large chunk of your career but in central Group A services you can take positions to any locations across the country. IPS requires a typical attitude because of its job requirements.
[3] The promotion prospects are good in all the services.
[4] For IES, It is a technical, specialist service. you will serve in a particular field only. The top positions are generally held by civil servant from Group A service...so in whole career you shall have to report to Generalist Group A officer despite the fact that you also belongs to Group A service.
