The basic purpose of RISAT-2 was to enhance India’s capability in earth observation especially during floods, cyclones, landslides and disaster management.
My question to all the readers of this blog is that have RISAT-2 been able to provide its required purpose of enhancing India’s capability in disaster management. Are we able to offer time help to all the victims who are fighting with their destiny? Are we still relying on “fire-fight approach” on disaster management? What we have learned from December 2004 tsunami which took away Indira Point from us?
It is evident that India is vulnerable to various natural disaster management on account of its geo-climatic conditions. There are various disaster management authorities, national policies and programmes to tackle with this unforeseen evil. How far they have been able to prevent this or provide timely relief.

Shanker, thanks for your visit on the blog…..I wish that you continue to send articles like this one to enrich me as well as the dear readers of this blog…. you rightly mentioned the drawbacks in India’s disaster management which is evident from the current crisis….It is true that We have state of the art technology and adequate number of satellites in the sky but the problem is of the dissemination of the information received and coordination between the plethora of the agencies exist…The lack of the co-ordination between Karnataka and Andhra Pradesh government can be evident from the allegations made by the TRS Chief [Telangana Rashtra Samiti] [published in THE Hindu,Page-14, Oct8,2009]….the co-ordination problem is all pervasive in India’s institutional arrangement be it IB,CBI,CID,RAW and home ministry on intelligence issue which was evident at numerous occasions…to solve it, incumbent home minister has made some institutional arrangement to share the real time intelligence and quick dissemination to all the stake holders…This type of arrangement can be made for disaster management too….keep blogging…..

Guidelines for filling the first page of CSE mains answersheet….. Reply to Mr Rajesh

Hello Mr Rajesh, thanks for your visit on the blog….you have a valid doubt which many of the CSE candidates have…The right way is…as soon as you get the answer booklet , fill the questioner number column starting from 1 to 8 [in optional] and up to 12 or 15 [in GS] or depending on the number of questions you have in the question paper…..then fill the page number according to the attempt e.g. If you start with Q 3, then write in page no. column 1 in front of Q no 3 row….this will save your time…..no need to write page numbers separately for the sub parts of a question as it is advisable to attempt all the sub parts of a single question at one place e.g. if Q 4 contains 4[a],[b] &[c] part and you start it at page no-8, then write only 8 in page no column in front of Q 4 row….Always remember to draw a line after the completion of a answer and start new answer on fresh page….I hope I have made my point clearly…further query is welcome…keep blogging….

Few tips on answer writing skills for CSE-09 Mains.....Reply to Mr Rajesh

Hello Mr Rajesh, thanks for your visit on the blog…Regarding the answer writing skills in mains…few things should be kept in mind:
[1] Answer should be strictly according to the question….for e.g. if question is on impact of PRI [Panchayati Raj] on silent social revolution comes….then focus only social aspects of PRI provisions with some live examples…no need to write on the provisions of Election commission, Finance commission, etc…..answers in General studies should be written straight forwardly e.g Discuss 3 stage nuclear power programme of India?….Answer should start as follows: India’s 3 stage power programme is as follows…stage [1]…stage [2]…stage [3]…no need of intro…you can write few lines in conclusion…..The answer can be in the form of points [in GS specially] or paragraph or points and paragraphs depending on the content and time availability.
[2] Language should be simple and writing should be neat and clean with minimum cutting.
[3] Focus on content rather than size of the answers.
[4]For socio, pub ad or any other optional, figures, maps or diagrams can be inserted only if context, situation and matter demands so…unnecessary diagrams and figures may harm your chance.
[5] Underlining of the key points and concepts can be done with the same ink or different ink…butt it should not be too much as it is a time consuming process.
[6] Selection of the questions is very important…choose easy and straight questions or those on which you have enough content…no need to select question out of the box….
[7] last but not the least, maintain your cool and calm during the examination hour as creativity comes in tranquil mind…..even if some questions or some papers get spoiled, don’t loose the battle….miracles happen in UPSC….

My heart is coming out……Devastating flood in India

From last few days I am not at peace….I am quite disturbed when I read and saw the pictures of devastating floods in the states of Andhra Pradesh, Karnataka and Maharashtra….My tranquility has been disturbed specially when I came to know that Guntur district of Andhra Pradesh has been collapsed and destroyed completely……I have special emotional bondage with the Guntur…..As an IRS probationer, Government of India sent me for a ten days sensitization programme i.e. ‘Village visit’ in 75,Tyrralu village of District Guntur…..We went by Bus….I saw the beauty and prosperous landscape of the country side of Andhra Pradesh….We were kindly received by the DM and SP of the District….It was really a nice feeling on the first encounter of the district head quarter and its officials after becoming a bureaucrat….All was well organized…..along with the senior officials, Block development officer [BDO] and Panchayat secretary were present who took us to the 75,Tyrralu village….It was a well developed, literate, peaceful, clean and properly sanitized , fortunate to have piped water supply and lift irrigation, English medium residential school and 108 emergency medical service village along with [of course] some prevailing general problems which almost all the villages of India have e.g. caste discrimination, separation of hamlets of SC and ST population form main village, relative deprivation, high caste domination ,etc….The Panchayat secretary Mr Srinivasn and BDO were very co-operative….We took shelter in the Panchayat Bhavan having toilets, electricity connection and 24*7 water supply with very less mosquito menace….All in all, I found the village as an Ideal village [Pictures of this village can be seen in previous blog postings] .
Today, due to flood, all is lost…I don’t know the real situation but can easily guess the plight of the villagers there….since there was no nearby upland, I am doubtful about the survival of human and cattle resources of this village .….I am doubtful about the future of the lonely old lady living in ST colony whose source of income was weaving of mats from locally available raw material….I am doubtful about the future of numerous kids in ST colony who were fighting with each other to stand in the front row and asked me several times to take their photographs from my digital camera…..My heart is coming out…..
When I closed my eyes….all the incidences vividly moves just like a movie…..I paused to re look about the disaster management machinery of our country…Is it efficient, capable and sufficient for the disaster of this magnitude and the vast size of mother India….I doubt….though we have, National disaster management authority at place with all pomp and show….but whether it is delivering at this crucial juncture….I think We need to re-assess, re-evaluate and critically analyse the efficacy of the system in place…We need to have disaster mitigation as well as disaster response fund and strategy at macro, meso and micro levels for the quick response at the time of crisis….Though ,we cannot make country disaster proof but definitely We can chalk out some strategy, plans and programmes to minimize the colossal lose to men and material…..With the proper co-ordination, synergy among all the stake holders and extensive usage of IT, satellites data and regional planning, we can make the life of common people safer and happy.
I hope the people of Andhra Pradesh, Karnataka and Maharashtra will come out very soon from the bad memories of today and keep on moving for a brighter and prosperous future….Besides, I express my feelings to the people of Indonesia and Philippines and Samoa Island[US] who have suffered a severe jolt from the cruel hands of geo-morphological phenomena i.e. Earthquake and Tsunami very recently…..keep blogging…..

Dear Mr. Educator,
I appreciate your concern for my query and a quick expert comment which was very much expected from any layman educator because you simply failed to study my intense analysis inherent in my question put up to neutralviews of improving one’s performance in CSE.I am a bit surprised that an educator did not understand my question who boasts that he has literally taught students and on the other had we have Mr. Manmauji who is a part of virtual world in educating successful and aspiring CSE aspirants and has never made a deliberate attempt to disclose his identity on the lines of neutrality and anonymity. Well, what all I can say is that UPSC is very much capable of identifying great talents and one amongst many is Mr. Manmauji.

Here is a short reply of your analysis of my query:

(1)Indeed neutralviews is a platform where not only CSE aspirants but also those hardworking fortunate individuals who get through this coveted exams ask about their queries which consists of the nature and type of service, training schedule, their day to day activities,etc. Thus, it is an unique junction of all aspiring and successful bureaucrats. Hence, neutralviews can not only be judged in terms of "number of queries" it gets. For me it would be an under evaluation of a great person's selfless effort who apart from his training and other day to day activities takes out precious time in replying our doubts.
(2)You also mentioned to offer a reply in neutralviews's way which is far away from the principal on which neutralviews operates because neutralviwes's reply is always positive, optimistic, to the point, and gives very less room to further generate queries from his reply and to a larger extent Mr. Manmauji is also able to provide an appropriate reply to each and every query in a way which solve the doubts of persons concerned. Your reply is full of value-judgments (dos and don’ts).You have presumed that all aspirants waste their time in figuring out a 'formula' which is a great generalization and a vagueness personified. As Mr. Manmauji has rightly pointed that at the end of a day "number matters a lot".
(3)You are also not fully right is stating that all students opt for IAS as their first service preference. Let me tell you that quite a lot prefer for IPS,IFS,IRS(IT),and even IAAS as their first service preference. You can go through "Pratiyogita Darpan" and find out the facts yourself and various other articles are available on Internet suggesting that changing trend. Here, again your argument fell in stereotyping.
(4)Gone are those days when a person used to work tirelessly and spend days and nights in studying each and everything just to gain knowledge without even thinking of the end result. The yearlong process of CSE exam compels the individual to have some fallback career option not only for his/her own sake but also for those who are dependent on them. Probably you will agree with me that CSE aspirants are made up of various categories- well-to-do families, upper-middle class, lower-middle class and lower class. My basis of this classification is solely based on the financial status of the person and his/her family members. Thus, one can not study for CSE in an intellectual and scholarly manner and afford for arm-chair discussions .CSE aspirants needs to know from each and every walks of life in a generalist way without philosophizing and complicating things. Thus one can gain knowledge to empower but should draw the line as well where it exceeds. You have rightly said that students learn when they have a reason.
(5)Should I presume that being an educator you have read about School Culture-Rituals and Ceremonies, about J.Krishnamurty(a great educator of India,KFI Schools),Gandhi's views on Education, John Dewey, Durkheim’s views on Education, An Ethnography of Life in School by Meenaskshi Thapan. These are a few basic texts which any so called "Educator" can read before giving any expert advice. These articles are mentioned in some of the great works done in the field of education. I would request you to please read at least about Dr.Radhkrishnan so that an educator's viewpoint is naturally reflected in your further comments.

I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.
In India we only read about death, sickness, terrorism, crime.
Why are we so NEGATIVE?
Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T. Vs, we want foreign shirts. We want foreign technology.
Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance? I was in Hyderabad giving this lecture,when a 14 year old girl asked me for my autograph. I asked her what her goal in life is. She replied: I want to live in a developed India . For her, you and I will have to build this developed India . You must proclaim. India is not an under-developed nation; it is a highly developed nation.

In Singapore you don't say anything, DO YOU?
YOU wouldn't dare to eat in public during Ramadan, in Dubai .
YOU would not dare to go out without your head covered in Jeddah .
YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds ( Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else.'
YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop,'Jaanta hai main kaun hoon (Do you know who I am?). I am so and so's son. Take your two bucks and get lost.'
YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand.
Why don't YOU spit Paan on the streets of Tokyo ? Why don't YOU use examination jockeys or buy fake certificates in Boston ??? We are still talking of the same YOU..
YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India ?
Once in an interview, the famous Ex-municipal commissioner of Bombay , Mr. Tinaikar , had a point to make. 'Rich people's dogs are walked on the streets to leave their affluent droppings all over the place,' he said. 'And then the same people turn around to criticize and blame the authorities for inefficiency and dirty pavements. What do they expect the
officers to do? Go down with a broom every time their dog feels the pressure in his bowels? In America every dog owner has to clean up after his pet has done the job. Same in Japan . Will the Indian citizen do that here?' He's right... We go to the polls to choose a government and after that forfeit all responsibility.
We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative. We expect the government to clean up but we are not going to stop chucking garbage all over the place nor are we going to stop to pick up a stray piece of paper and throw it in the bin.
We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms.
We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity.
This applies even to the staff who is known not to pass on the service to the public. When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse?
'It's the whole system which has to change, how will it matter if I alone forgo my sons' rights to a dowry.' So who's going to change the system? What does a system consist of ? Very conveniently for us it consists of our neighbor's, other households, other cities, other communities and the government. But definitely not me and YOU.
When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away. Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England . When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.
Dear Indians, The article is highly thought inductive, calls for a great deal of introspection and pricks one's conscience too.... I am echoing J. F. Kennedy 's words to his fellow Americans to relate to Indians.....

I have always found your blog very informative, and by the no. of queries you receive, is a proof that many look upto ur blog for advice.
I would like to share my opinion, which if u agree with it, can share with the civil services aspirant in ur own way.
1. Many students spend a lot of time and effort in figuring out a 'formula', trying to judge how much they should score etc
2. Generally IAS as their first option and barely know about other services and give no thought to their own skill sets and interest.
I feel that preparing for Civil Services, though is very excruciating, it can be enjoyed. rather than obsessing over how much score one can get (which is not predictable), a candidate should derive joy in learning about such diverse topics. This approach not only takes away some amount of stress but also prevents one from feeling lost, in case one does not clear, because the take way from one to two years of studying is huge.
Prior to appearing for CSE, I was a educator and worked a lot in the field of how students learn best. When I taught, I was amazed at the steep learning curve which a student achieves if there is a reason, correlation and above all enjoyment in the process of learning. Above all identifying ones interest and strengths and leveraging upon it is very important, rather that trying to copy what others around do. This not only helps in achieving ones aim but also leads one to a more holistic development and a confident self.
civil services requires people who can make decisions,troubleshoot and have an ability to think objectively , which comes easily to those who approach the UPSC examination with the right perceptive and put their efforts in the right direction.

Neutralviews: Hello Mr /Miss Anonymous, thanks for your visit on the blog and kind words about it....I found your comment so valuable that I am publishing it as a new posting on the blog….You rightly mentioned the general psychology of the CSE aspirants who emphasized much on the score…I feel that one should study for the sake of study, to enjoy, to enrich himself….for example when I was preparing for CSE, I usually browsed 4 to 5 news papers…but it was not a burden at all because I was very much interested in reading the news papers…I used to be so engrossed in it that I usually forgot the sense of the time…..this habit is still continuing…and because of it, I feel more confident, informed and empowered… Knowledge is a flow concept…It is a dynamic one..one should enrich it continuously…I strongly feel that if CSE aspirants heed your valuable advice, they will definitely enjoy the process of CSE preparation…however due to intense competition, the pressure on CSE aspirants is quite natural….and to beat the cut throat competition, one is forced to make strategy to obtain maximum marks…because ultimately CSE is a number game which of course is highly unpredictable…..expecting more write ups like this one from you.....keep blogging…..

Hello Mr P Shanker, thanks for your visit on the blog….I am replying your queries in the sequence of your questions:
[1] You have rightly mentioned the points which any examiner must be looking for in the Essay paper…you can always add subtitles…I have gone through the attachment sent by you…It is very good….It can be a model Essay for you..besides, Essay should stick to the topic with relevant content….there is no standard rule to be followed….the maximum marks in essay varies…so far I heard [not sure]180 highest in Essay paper.
[2] Regarding Sociology, I hardly have any idea….but your target is well achievable..you can score 370 plus with good writing skill…for that you need to do a lot of writing practice…you can write answers and get it evaluated by any good professor of sociology nearby regularly….
[3] Regarding Pub Ad, you can score 350 plus easily for this you should read news papers extensively…minimum 4 to 5 news papers…you need to pick the examples ,stories, case studies ,etc which are relevant according to syllabus…along with it you can go through IJPA journals for value addition…
[4] Regarding interview, you said rightly, it is very crucial in deciding your final rank…for this you should focus on your communication skill and body language…make it a habit from the beginning to speak selectively with appropriate words and pin pointedly….definitely you can score more than 200 plus…
[5] Regarding your bio-data.. Though you can send me…but I think first you should focus on mains and don’t think too much about Interview…at the time of the final call, you can send me your bio-data ..I will send you the possible questions on it at that time…

Hello Mr Nanu, thanks for your visit on the blog……you have sufficient time to prepare for CSE-2011….you can start it after your certification test…From Jan 2010 to June 2010, you can complete your 2nd optional…From July 2010 to Nov 2010, you can finish General study and from Dec 2010, you can prepare your 1st optional from mains cum Pre point of view along with GS from Pre point of view….you can write your queries on this blog directly…I will try to reply each of them….or you can write it on neutralviews@gmail.com …….all the best for CSE-2011….further query is welcome….keep blogging…..

Hello Mr Hemant Sharma, thanks for your visit on the blog…So far there is no official communication from UPSC regarding the changes in the pattern of CSE exam post Mr V.Moily’s recommendations….Though these recommendations are being considered at the highest level …but I don’t see any possibility of any radical change in the CSE pattern suddenly….at least it should take few more years…..so don’t worry about the changes…for the existing pattern of CSE, you can see the detailed advertisement in Employment News Paper or you can visit UPSC website www.upsc.gov.in ……..prepare well for the CSE-2010…good luck….further query is welcome…keep blogging….

Hello Mr Amit, thanks for your visit on the blog….It is nice that you have finalized your plan to settle in Indore….I don’t have any idea about the good coaching institutes in Indore….You can do one thing that before joining any coaching institute, ask for free demo classes for two to three days…this way you can judge the quality of the faculty as well his/her teaching style….but I want to suggest you that if you have plan to shift to Delhi then Why to waste money in Indore [on coaching institute]….will it not be better to enjoy self study in the mean time?……Regarding your addiction to your dream, this is a good indication for the sure success in the exam…this is the right attitude and you need to preserve and cultivate it throughout your journey to crack CSE….Regarding my identity, I have already replied on this topic in my recent post..However you can have some idea by browsing the posts written in 2007…..further query is welcome…keep blogging….
