The hectic Schedule of Foundation Course [FC]...reply to Mr Dattu

Hello Mr Dattu, thanks for your visit on the blog....regarding your query the schedule of FC is very hectic. You will be asked to get up at 5:30 AM and PT will start at 5:45AM till 7:15AM....after that from 9:00 AM to 1:30 PM, you will have lectures [most of them will be highly boring]....then from 2:15 PM to 6:20 PM you will have again lectures....after that on some days you will have some cultural events e.g. music, classical, etc...so, some time you will be free at 9PM....in between you may have lot of high tea [snacks and chat session with Director General]....In all these activities the participation is mandatory....some times, in between the lectures and cultural events, roll call can happen...Besides, you will have one Essay competition, almost 10 days village visit programme, approx 15 days trekking schedule, HOPE project, One Act play programme ,Feast and numerous other activities such as protocol duties...In between you will have two exams one in between and one during last days of FC....thus it is clearly evident that FC is very hectic...But FC is really a great fun....theoretically you will not get any time to prepare for mains but you can take risk to skip some classes [for that memo will be issued ,of course] and prepare for mains...You need not take tension of FC exams as the question papers are very easy in nature and almost all of them are suggestions based which I feel all of you can pass without any study at all...The only one paper which requires some attention is ‘Law Paper’ ......thus You have to put extra mile effort because the general mood in FC is full fun....so to maintain tempo, a lot of extra effort is required...you can form your core team of your friends to prepare for mains...you can study throughout the night and can very well sleep in class [which you will do in any case due to very boring lectures]. You can opt for the same city of FC as your mains exam centre.....
Regarding skipping FC, it may be really risky business this year because Dopt is really taking a lot of pain to organise FC for so many candidates at a time....so just be cautious on this point...those who did it in previous years may have some good links inside or some very valid reasons to do so.....but this year the situation is entirely different...you can talk to some other guys and known persons inside Dopt [if you have any one] and then decide...personally, I will not advise you to skip FC.......further query is welcome....keep blogging....

To Mr/Miss Anonymous :
Indian audit and account service gives you much diversity,international exposure,opportunity to work in world bank,UN and other international agencies as compared to IES. You can definitely leave IES for IAAS...regarding the returning to IES after technical resignation, you can very well return to IES as you have completed your probation period. Kindly do all the effort to get clearance from your department...I don't think there will be any problem in it...if you have any problem then approach to the senior most officer of your department and ask him to releave you...In worst possible case if you are not able to get it by august last, you can join FC after some days but inform Dopt and respective place of FC immediately.
To Mr/Miss Anonymous :
Yes you can definitely assume the same attire and clothes requirement as mentioned in MCR,LBSNAA and on this blog...as FC programme will be the same...Bhopal academy is conducting FC first time,that is why they are ill equipped.
To Mr Dattu:
Unfortunately FC is compulsory from this year...It is a new experiment by DOPT...leave provision will not be applicable this year as you have to report to FC...you can not postpone it and can't attend it next year...So don't take risk and join FC....Some of the candidates have approached to DOPT in this regard but they blatantly replied regarding mandatory FC...what you can do is fill the mains centre of the place of FC...it will be easy for you to appear there because only the day of examination you will get the leave....good luck...
To Mr Akhil:
The ranks 79,82,133 which you mentioned have not been allocated any services due to many reasons e.g.
[1] they may not have submitted all the documents e.g. caste certificate,degree certificate,etc
[2] they may have some medical fitness problems.

A comparative study of IRS[C&CE] Vs IRS [IT].....A Model Service preference order for CSE-2009 Mains Form

Now It is the time to fill the UPSC mains form for CSE-2009....Numerous candidates face difficulties in filling the preference of services due to lack of knowledge. Neutral views is publishing a write up by one of the IRS officer to clear the air on this issue.
“In CSE-08, Rank-78 has opted for IRS[IT], Rank-140,160 for IRS[C&Ce]...these examples reflect a break with tradition maturing of the things in CS. With globalisation, not only the role of services has undergone a paradigm shift but the people’s choices and priorities have also changed considerably. Now a days, more and more candidates are opting for central services especially IRS [C&CE] and IRS[IT] over others.This is a healthy trend. The role of revenue services is bound to increase in future.
Still a large number of aspirants are not informed of the full scope of various services and hence are in dilemma over the selection of services. They frequently heed to advice of coaching institutes which themselves are not fully aware of various services.

[c]regulating narcotics
[d] facilitation of trade in customs
[e] checking serious frauds through DRI,DGCI which are totally manned by IRS[C&CE]
[f] Deputation in CBI,RAW and IB, UPSC [Ms Praveen Talha]
[g] one IRS[C&CE]officer in every SEZ
[h] intellectual property rights
[i] guardians of economic frontiers
[j] check on fake currency
[k] administration of various acts related to other ministries e.g. Arms Act,Antiquity Act,etc.
[3]getting administrative power at quite an early age, IRS [C&CE] officer just after probation are in charge of a division as assistant commissioner [AC].
[4] AC/DC[ deputy comms.] are the cutting edge of this department.
[5] The biggest attraction of IRS[C&CE] is its very cool training and numerous attachments. We have as many as 19 attachments [field training outside academy]..maximum for any service. We are attached with CBN,DGCEI,NPA,NADT,Parliament,Army,Coast guard,NIPFP,Navy,Forest academy,various customs houses,excise and service tax commissionerate. This gives you an excellent opportunity to tour whole of India along with acquisition of knowledge.

IRS [C&CE] has advantages over IRS[IT] as follows:

[8] wide area of jurisdictions e.g. Merrut chief commissionerate of IRS [C&CE] covers entire UP and Uttarakhand.

The only few advantage of IRS [IT] over IRS [C&CE] are greater visibility in society and so called more nuisance power which is no real power. With the introduction of direct tax code and more computerisation, IRS[IT] is going to loose this nuisance power also in future. Besides
IRS [IT] has following disadvantages:
[1] Smaller jurisdiction
[2] poor working environment
[3]No subordinate staff i.e. you have type your own papers
[4]] IT Inspectors directly to Joint commissioner bypassing Assistant comms.

[6] they are referred as glorified clerks

Hello Miss Upali and MR/Miss Anonymous, thanks for your visit on the blog and congratulations on joining IRS....regarding your query, I have already written in my previous posting that unfortunately Dopt has made FC compulsory without prior notice or circulars this year....within few days you all will be getting joining letters for FC...you can also check the respective list of FC being conducted at three places i.e. LBSNAA,MCRHRD,Hyderabad and Bhopal....It is very sad that some of the successful candidates who have cleared mains will get very less time to prepare for mains due to hectic FC......but no body can help it....muster some courage and work hard along with enjoying FC...good luck...further query is welcome...the next posting within few hours on the blog is very important related with IRS...kindly must read it.....keep blogging...

Service allocation of CSE-2008....Injustice with the candidates

The Dopt has finally came out with the most awaited service allocation for CSE-2008 candidates....The most surprising thing [though it was leaked by informal channels] is the mandatory FC provisions from this year.....I feel this is grossly inadequate and injustice with the successful candidates...Though government may be having some valid reasons to do so but Candidates must have been informed well in advance at least at the time of declaration of the final CSE result..that way numerous candidates would have saved their precious attempts....Though all the services are good and have good career prospects but to maintain efficiency and motivation, one should get service of his/her choice....ultimately it is a matter of next 30-35 years.
Besides, the trifurcation of FC is going to neutralise the basic purpose of the whole FC programme.....apart from it, those who will appear for CSE-09 mains will not be able to enjoy the FC whole heartedly...this will definitely defeat the real motto of FC.
Still,one should look brighter aspects of any issue...I urge the candidates to not to take tension...Just join FC and try to prepare whenever you get chance [though FC is quite hectic with lots of enjoyment]....so all the best.....keep blogging...

Hello all, I am publishing the information regarding 83rd FC at LBSNAA...one can visit the lbsnaa website [ http://www.lbsnaa.ernet.in/lbsnaa/civil_service/batch.jsp] for more information.....
These instructions are for all persons recruited to the IAS, IPS, IFS and Central Civil Services Group 'A' who have to come to the Lal Bahadur Shastri National Academy of Administration, Mussoorie for attending the Foundational Course.
The Foundation Course (83rd) begins on 31st August, 2009. All persons who have been selected and who have been informed by the Department of Personnel & Training, Government of India to report to LBSNAA, Mussoorie for the Foundation Course will be getting these joining instructions by post. They will also be getting a set of forms including "Descriptive Rolls" which they need to fill up and send to LBSNAA.
In order to make it convenient and easy, LBSNAA has hosted the joining instructions and the forms including descriptive roll on its Web site. Hello Miss Ashima Batra, thanks for your visit on the blog and congrats on your grand success in CSE-2008 and CSE-2009[pre]....I can understand your fear...as far as I have the information, It is totally a rumour..so don't heed it....Dopt is already facing a huge crisis to accommodate and provide FC to more then 400 candidates at a time....The information which I received about the mandatory clause of FC is...earlier in some services, FC was not mandatory that means If you once miss the FC, you need not attend it afterwards..but from this year onwards, every service has made it mandatory to attend FC once in the whole career...so It means that you need not attend FC this year specifically but you have to attend it afterwards......so Now,I think you need not worry about any thing and concentrate on your preparation for mains.....good luck...further query is welcome....keep blogging......

Hello Mr/Miss Anonymous,thanks for your visit on the blog and kind words about it.....It is really painful to not to receive any official communication from Dopt regarding FC even after so many days....but this is how Indian bureaucracy works.....Now, It will be a moral duty of newly recruited bureaucrat to make things all right...Any way regarding your query, most probably this year IAS,IPS and IFS [foreign service] candidates will undergo FC at LBSNAA and rest of the candidates [including Indian Forest Service] will go to MCR HRD...though unofficial sources suggested the trifurcation of FC due to reluctance of MCR HRD to host FC for more than 200 candidates....So roughly you can guess your place of FC according to rank and probable service and book the tickets accordingly....Enjoy the FC...good luck...further query is welcome...keep blogging....

3. RECEPTION
Please report at the Institute Reception for the Joining Formalities, which must be
completed by 31st August, 2009. These will include:-
· Depositing a sum of Rs. 2250/- towards Officers' Mess and Clubs and Societies
(Details at Annexure-III).
· Submission of 4 passport size photographs if not already sent with the Descriptive
Roll. Please write your name and service in block capital letters on the reverse of each
photo.
4. RESIDENTIAL ACCOMMODATION
Stay within the Institute is compulsory. The Officer Trainee will be provided High
quality rooms with attached baths. The rooms have good furniture, a TV set, cots, mattress,
blankets, bed sheet and pillows with cover. Items you are required to bring are listed in
Annexure-IV. No accommodation for spouses or family members will be provided at the
Institute. Spouses and family members are NOT allowed to stay in the residential
quarters of the Officer Trainees. For this reason you are advised not to bring any escorts
with you when you report for joining.
5. CLOTHING
The period from September to December changes from pleasant to cold. Adequate
comforters, warm clothes are therefore essential. The lowest temperature in December may
come down to 15 0C. (Please see Annexure-IV).
6. DINING FACILITIES
Dining facilities are provided in the Institute. Cooking in the hostel rooms is totally
prohibited. Good quality hygienic food (both vegetarian and non vegetarian) will be served in
the mess.
7. EXTRA-CURRICULAR ACTIVITIES
Extensive facilities exist in the Institute for extra-curricular activities organized through
Clubs and Societies (Details at Annexure-III).
You may bring your personal equipment for games, music and photography. We
encourage you to get your ethnic dresses, which can be worn on special occasions.
8. SPECIAL INSTRUCTIONS
(i) EVERY OFFICER TRAINEE IS REQUIRED TO FURNISH A RETURN OF
MOVABLE AND IMMOVABLE PROPERTY IN THE PROFORMA ENCLOSED
(Annexure I and II).
(ii) NO LEAVE SHALL BE GRANTED DURING THE PERIOD OF TRAINING AT THE
INSTITUTE. PLEASE SETTLE/DISPOSE OFF MATTERS REQUIRING YOUR
PERSONAL PRESENCE BEFORE JOINING. NO STATION LEAVE WILL BE
GRANTED FOR FESTIVALS FALLING DURING THIS DURATION.

BEDDING & LINEN REQUIREMENT
Towels (Hand & Bath Towels with sufficient spares), comforter.
CLOTHING
At all times, Officer Trainees are expected to be properly attired and should not present
in an unkempt or slovenly appearance.
(For your stay in Hyderabad and also various official tours, you are advised to have
adequate woollen clothing both formal (Coat/Shawl for women; Coat for men) and casual wear
i.e. pullover and cardigan. Women should have either a woollen shawl or a woollen coat.) Men
are advised to bring a formal suit preferably in black; white is also permitted comprising of a
buttoned up coat & trousers and a western style jacket/blazer and a pair of warm trousers.
Tailoring facilities for suits, buttoned up coats, sherwanis, blazers and riding breeches are
available in Hyderabad. During the office hours in classes and in the Officers' Mess male
Officer Trainees have to compulsorily wear tie and jacket.
The following further instructions relating to clothing should be observed by officer
trainees:-
FORMAL OCCASIONS
All officers of the All-India Services and Central Services will find use of their formal
dress on formal occasions during their professional training and later during their careers.
Hence it would be advisable to get the formal dress stitched as early as possible. The first
formal occasion will be inauguration of Foundation Course.
For formal occasions, the prescribed formal dress is as follows:-
FOR WOMEN
Sarees
FOR MEN
(i) Black or white sherwani with white chooridar pajamas; or
(ii) Black or white buttoned up coat with black or white trousers;
(iii) Black socks and black formal shoes.
IN CLASS
All Officer Trainees are expected to be well groomed and neatly and cleanly attired
according to the weather. No jeans shall be allowed during academic hours or in the Officers'
Mess. Casual or frivolous attire shall not be worn. Ladies are permitted to wear salwar
kameez/churidars in class, when not called upon specifically, to be formally attired.
Only formal leather shoes or sandals in the case of women may be worn in classes, in
the Main Institute square, Officers' Mess, Lounge and Library. Sneakers, sports shoes and
tennis shoes may be worn only as a part of PT/Games dress. Use of bathroom slippers is
restricted to the residential area. Shoes with rubber soles are preferable.
MOBILE PHONES
Mobile phones are strictly prohibited in the Institute block of the campus. Carrying
Mobile Phones in the Academic Block will result in confiscation of the instrument. Mobile
Phones can be used only in the hostel rooms.
ALCOHOLIC DRINKS
Officer Trainee either found in possession of alcoholic drinks or found to have
consumed alcoholic drinks will be asked to discontinue the course then and there. This will
also invite disciplinary action under the relevant rules.

adequate cushioning for road running.
MEN (a) Two pairs of Academy Track Suits. Also one pair of good jogging
shoes (with adequate cushioning for road running) with 3 pairs of white
socks.
NOTE * T-shirts and track suits with the Institute logo and colours can be
purchased at the Institute at the time of joining. The approximate cost
will be Rs.1000/- for one set (Rs.2000 for 2 sets).
TREKKING
You would be required to go on a trek during the Foundation Course. The equipment
required for the Treks is listed below. Items marked with an asterix (*) must be brought by you
(they are also available locally).
1. Sleeping bag (feather type) will be provided by the Institute)
2. Ruck-sack (Nylon Everest type)
3. Wind-proof jacket (Wind cheater)* will be brought by the trainee
4. Goggles*
5. Woolen gloves*

Hello Mr/Miss Anonymous, thanks for your visit on the blog and kind words about it.....Regarding the FC-83.... For past 21 days I was in Hyderabad [NPA] for police training and I went to MCR HRD of AP....One of my friend [IAS,AP cadre] is undergoing training there....I got the information that this year 83 rd FC may be conducted at three places i.e LBSNA,MCR HRD, and third place not decided yet.....for MCR HRD is reluctant to conduct FC for more than 200 candidates....So you must wait for the directions from Dopt regarding 83rd FC...still regarding the clothes and other sundry items..As I have mentioned in earlier post, you will require the following things:
[1] one Black gala-band coat [ saree for females]
[2] 2 pairs of suit [colour of your choice] [saree or salwaar suit for females]
[3] 4-5 pairs of formal shirts and paint
[4] matching tie
[5]black shoe
[6]white sports shoe
other than this you will require some other things depending on the programmes e.g. for trekking you will require a lot of things that you can purchase at that time only [few items will be provided by the academy]....For PT dress, they will provide you at the time of joining....The weather condition at Hyderabad is a bit hot, so you can purchase some cotton stuffs too.... Hello Mr RG, thanks for your visit on the blog.....regarding your query, You may face some problem during medical test if your diabetic problem is too high....but still you will have the chance to appeal again in front of medical board....You can refer to the guidelines and medical parameters mentioned in UPSC notice for CSE-2009.....I will suggest you to focus on your study and leave all the matter till medical exam...I have seen many successful candidates with numerous diseases including yours....So don't worry too much and keep your fingers crossed....all the best for your exam.....further query is welcome......keep blogging...

Regarding marksheets of CSE-2008

Hello all, UPSC has deleted the link for CSE-2008 exam from its website as the next cycle has started [CSE-09]..Since We don't maintain any database for CSE-08...We have the mechanism to directly fetch the data from UPSC server...It will be impossible to publish the mark sheets of CSE-08 now onwards.....keep blogging...

Hello Mr/Miss Anonymous, thanks for your visit on the blog and kind words about it...congratulations on your grand success in CSE-2008....If you belongs to general category then at the rank of 405, definitely you will get IRS[C&CE]....regarding Danics/Dopics.these services are Group B services..but their profile is good..you will serve as DSP or SDM in Delhi and Pondicheery i.e all UTs...only problem is the promotion...the promotion rate is very slow in DANICS/DOPICS because they are generally dominated by all India services such as IAS/I
PS....The training for DANICS/DOPICS conducted at New Delhi which will commence from December 09......The overall rank at which one can get DANICS/DOPICS is not known as it depends on individual preference indicated at the time of Mains examination....regarding service allocation, you are going to get very soon..It may be possible that Dopt is waiting the pending verdict of honourable SC [in the reservation issue]...any way the probable date of foundation is first September..so with in this month all will get the instructions......all the best and if attempts left then prepare well for next attempt...in general all the services recruited by UPSC are very powerful and good in nature...further query is welcome...keep blogging...

Hello Mr Dattu,thanks for your visit on the blog and kind words about it...congratulations on your grand success in CSE-2008 and welcome to IRS [C&CE]....Regarding your query, you are welcome to appear in CSE-2009....After the prelims result, you will be asked by Dopt whether you want to apper in CSE-2009 or not...you need to fill a simple letter send by Dopt [or you can apply online on www.persmin.nic.in] ...... regarding the FC, so far, there is no compulsion in IRS [IT] and IRS[C&CE] to attend FC but most probably from this year you have to attend FC once mandatory...so Ministry of Finance will give you one opportunity to attend FC...so don't worry about that...kindly just prepare well for CSE-2009.....rest of the thing will be taken care by either Dopt or Ministry of Finance......after appearing in CSE-2009, you can directly join NACEN, Faridabad in the month of December....good luck for CSE-2009....further query is welcome...keep blogging...
